Statement of Work Asbestos and Lead-Based Paint Sampling and Testing at various US Coast Guard Units throughout California* *See Tasks for specific locations PART 1 - GENERAL The intent of this requirement is to have the contractor provide asbestos and lead-based paint sampling and testing services to aid in design development of future projects at multiple USCG unit locations throughout California. The contractor shall furnish all labor, materials, and equipment required to perform testing in designated rooms identified by the site Point of Contact (POC). The contractor shall collect at least onea sample for every different material at each identified location. The minimum number of samples collected shall be in accordance with current regulations. Testing shall be conducted in a manner that minimizes disturbances to unit operations, with sampling locations chosen to be as inconspicuous as possible. If sample collection results in material damage, the contractor shall apply sealants to prevent accidental exposure. The contractor shall submit a proposed schedule of sampling dates to the Government Technical POC within 14 days of contract award, with approval or disapproval provided within 7 days. Site access and coordination details will be facilitated through the government technical POC 14 days prior to sampling. For sites with multiple sampling requirements, efforts should be made to conduct sampling activities on the same day. Final written test results and sampling location details shall be provided for each sampling task to the government technical POC within 14 days of sample collection completion. PART 2 - FACILITY AND SECURITY REQUIRMENTS 2.1 Contractor vehicles must have valid registration and insurance, and vehicle operators must have a valid driver license. All contractor personnel shall have valid photo identification. 2.2 The contractor shall clean up all areas to ensure they are clear of debris daily. At completion of the project all work areas will be returned to their original condition. The contractor shall remove all waste material generated and dispose the waste materials off installation in accordance with industry standards and applicable environmental rules and regulations. 2.3 Minimize impact to Coast Guard operations. Work performed at US Coast Guard unit locations throughout California (see Tasks for specific locations) shall be completed between the hours of 7:00AM and 5:00PM, Monday through Friday (excluding Federal Holidays) unless authorized by the contracting officer. PART 3 - GOVERNMENT AND CONTRACTOR FURNISHED MATERIAL AND SERVICES 3.1 The government will provide electricity, parking, and laydown area as available from the unit. Bathroom facilities will not be available for contractor personnel. -- 1 of 4 -- 3.2 The contractor shall provide all materials to complete the work necessary. Submit a proposed schedule of sampling dates to the POC for approval within 14 days of contract award. Finalize specific site access requirements at least 14 days prior to conducting sampling. 5.3 Site Preparation Identify sampling locations in coordination with the designated site POC. Ensure sampling minimizes disturbances to units, and sampling points are as inconspicuous as possible. Provide sealant at sample locations where materials are disturbed during the sampling process to prevent accidental disturbance. 5.4 Sampling and Testing — Location Specific Tasks 5.4.1 US Coast Guard Sector San Francisco, 1 Yerba Buena Road, San Francisco, CA 94130. Collect and test samples for lead-based paint and asbestos in the gym locker rooms for Building 1. Collect at least one samples for every different material in the building. Conduct one test per material if the same material is present across multiple locations in the building. 5.4.3 US Coast Guard Air Station San Francisco, 1020 North Access Road, San Francisco, CA 94128. Collect and test samples for lead-based paint and asbestos in the bathrooms and other areas in the designated Hangar building.
