This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W912HZ26Q6565 and this solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2026-01. The associated NAICS code is 325120 with a size standard of 1000 employees.
The Environmental Laboratory (EL) has a requirement for various compressed gases and cryogenic liquids. Table 1 (compressed gases) and Table 2 (cryogenic liquids) contain a list of commonly used gases within the EL. Tables 1 and 2 contain the standard purity and size for ordering, however smaller or larger cylinders / dewars may be required. Table 3 is a list of all sites in which gases may be delivered. The main location for delivery will be Vicksburg, MS.
The vendor shall provide full cylinders / dewars of the requested compressed gas or cryogenic gas within 3 business days of ordering. In addition, the vendor shall pick up any empty cylinders / tanks while making deliveries.
Pricing shall be provided by cylinder / dewar and per cubic feed basis. If a contaminated gas is received in the lab the contractor shall immediately remove the contaminated gas and replace it with non-contaminated gas within 24 hours of notification at no additional charge.
All gas storage vessels supplied by the contractor shall meet all appropriate safety requirements, including, but not limited to: OSHA 29CFR 1910 and Compressed Gas Association P-1 (1965), S-1.1 (1963 and 1965).
ERDC intends to establish multiple Master Blanket Purchase Agreements (BPAs) in order to facilitate the procurement of these consumable gases. If and when requested, the vendor shall provide consumable gases which may include, but are not limited to:

Cylinder sizes should be standard, usually containing between 180 and 340 cubic feet depending on the gas, and should fit our standard gas delivery system. Cylinders and cryogenic containers content should be specified in the bid.
Gas prices in the bid must be provided as per cylinder base price and per cubic feet basis.
Orders for delivery of gases made by 1200 on a business day are to be delivered no later than 1500 on the next business day.
Costs for all gases must include delivery and tank rental charges.
The Master Blanket Purchase Agreement (BPA) does not obligate any funds. The government shall be obligated only to the extent of authorized purchases actually made via a properly executed BPA Call.
The Government estimates, but does not guarantee, that the total volume of purchases through this agreement will be approximately $1,270,322.60. Individual purchases shall not exceed the simplified acquisition threshold which is currently $350,000.00. There shall be no guaranteed minimum or maximum order limits established and no guaranteed dollar amount of expenditures with the vendor.
Actual purchases will be made via properly executed BPA Calls. These calls will be initiated at the time the supplies are needed by an authorized representative of the Contracting Office or by a warranted Contracting Officer.
