Page 1 of 13 Performance Work Statement (PWS) for the Coos By Fuel Upgrades Coos County, Oregon 1 INTRODUCTION The US Army Corps of Engineers – Portland District has a requirement to solicit non-personal services to include the removal of existing features, the supply, the install and the testing of the new fuel tank and piping as described herein. All work must be in accordance with the details provided in this Performance of Work Statement (PWS) and comply with all local, state, and federal regulations. 2 LOCATION Coos Bay United States Army Corps of Engineers Dock is located at 1460 N Bayshore Dr, Coos Bay, OR 97420. See Attachment A – Site Location, for location details. 3 PERIOD OF PERFORMANCE All work under this Contract must be completed within 180 calendar days of award. 4 EXISTING CONDITIONS The Coos Bay United States Army Corps of Engineers Dock is located on the west side of the Coos Bay, Oregon. The primary use of the dock is for the mooring of small to medium sized vessels for loading and unloading. The dock consists of several components in which improvements have been made over time. The diesel fuel piping system was installed in December 1980, and the used oil storage tank was installed in December 1994. The existing piping system was used for transferring fuel from shore to ship and is no longer able to be utilized due to a failed pipe inspection. The waste oil tank on the shoreline has corroded through which has led to it becoming condemned and no longer in use. 4.1 Attachment List The attachments listed below are provided: Attachment A – Site Location Attachment B – Original Manufacturer Model Drawings Attachment C – Trailer Footprint for CB Temporary Facilities Job Attachment D – Site Photos 5 REFERENCES Comply with applicable federal, state, local, and USACE standards, including: a. EM-385-1-1 (2024) b. 29 CFR 1926 c. American Society of Mechanical Engineers (ASME) d. Occupational Safety and Health Administration (OSHA) e. Unified Facilities Criteria (UFC) f. Unified Facilities Guide Specification (UFGS) 6 SCOPE OF WORK 6.1 Task 1 – Provide Above Ground Storage Tank (AST), CLIN 0001 -- 1 of 13 -- Page 2 of 13 Provide one (1) above ground storage tank in accordance with requirements listed in section 7.1.1. Submit product data prior to procuring materials. Deliver the above ground storage tank to Coos Bay United States Army Corps of Engineers Dock prior to the start of Task 3 onsite work. Payment will be made for the procurement and delivery of the above ground storage tank to Coos Bay United States Army Corps of Engineers Dock. Amount will be measured by job and based on COR inspection and confirmation of delivered materials. 6.2 Task 2 – Provide Piping Systems (Bilge Oil and Used Oil), CLIN 0002 Provide piping systems for approximately 250 feet of bilge oil piping and approximately 275 feet of used oil piping in accordance with requirements listed in section 7.1.2. Submit product data prior to procuring materials. Deliver the piping systems to Coos Bay United States Army Corps of Engineers Dock prior to the start of Task 3 onsite work. Payment will be made for the procurement and delivery of the piping to Coos Bay United States Army Corps of Engineers Dock. Amount will be measured by job and based on COR inspection and confirmation of delivered materials. 6.3 Task 3 – Removal and Disposal of the Existing System and Installation of the New System, CLIN 0003 Provide all pre-work submittals as listed in Section 7 for government review and approval prior to the start of any onsite work. Provide all labor, equipment, materials, including mobilization and demobilization, required to remove and dispose of the existing used oil tank and associated piping and for the installation of the new above ground storage tank and associated piping and testing in accordance with the requirements of the PWS at Coos Bay United States Army Corps of Engineers Dock. Payment will be made for completion of the work and approval of all required submittals. Amount will be measured by job and based on Government inspection of the completion of requirements in PWS Sections 7 and 8. 7 SUBMITTALS Submit the items specified herein in pdf format via email to the COR for approval. Submittals a. through h. must be approved prior to on-site work beginning. The Government review period will be 14 calendar days. a. Product Data: Submit within 45 days of Contract Award 1. QC Reports: 24 hours after completion of each workday -- 2 of 13 -- Page 3 of 13 j. Operations and Maintenance (O&M) Manual 7.1 Products 7.1.1 Above Ground Storage Tank (AST) Submit product data for the above ground storage tank in accordance with Section 8.2. See attachment D for existing tank photos. 7.1.2 Piping Systems (Bilge Oil and Used Oil) Submit product data for the piping system that meets the requirements of Section 8.3. See attachment D for existing piping photos. 7.2 Shop Drawings Submit shop drawings from the manufacturer showing exact dimensions and layout of the AST for Government approval. In addition, submit comprehensive photos of the exterior of the tank. Original manufacturer model drawings are shown in Attachment B. Submit a comprehensive, fully detailed set of Shop Drawings for the auxiliary oil piping network including all fittings, connections, supports, and the tie- ins to the AST. 7.3 Work Plan Submit a work plan for Government approval.
