GENERAL INFORMATION 1.1. GENERAL: 1.1.1. This Performance Work Statement (PWS) defines the tasks required for the corrosion control repair, rustproofing, and painting services for a range of vehicles and equipment, including but not limited to commercial and specialized small, medium, and large vehicles and equipment and Aerospace Ground Equipment (AGE), in accordance with applicable Technical Orders at the contractor’s facility. The objective is to address the backlog of vehicle and equipment corrosion, enhance safety, and extend equipment service life. This is a non-personal services contract. The Government shall not exercise any supervision or control over the contractor performing these services. 1.2. DESCRIPTION OF SERVICES/INTRODUCTION: The contractor shall provide a skilled labor force to meet contract requirements. This includes all necessary labor/personnel, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary for vehicle and equipment corrosion control repair, rustproofing, and painting as defined in this Performance Work Statement (PWS). Corrosion removal shall be conducted without compromising the structural integrity of the vehicles and equipment. Equipment restoration shall be in accordance with technical data, including metal repair (welding and fabrication), rework of fiberglass, and plastic structures, and media or water blasting equipment to remove paint coatings. The contractor is responsible for the safety and accountability of all employees and must provide all required personal protective equipment. The contractor shall follow all OSHA Regulations. 1.3. BACKGROUND: Andersen Air Force Base (AAFB) requires corrosion control repair, rustproofing treatment of all underbody surfaces (including boxed-in internal structures), and repainting services for vehicles and equipment to be specified at the Task Order level; See Attachment 1 – Example Vehicle and Equipment List for size classifications. The result should be a fully repaired and rustproofed vehicle or equipment with a protective coating applied to the underbody and all internal structures if not otherwise specified at the Task Order level. 1.4. OBJECTIVES: The contractor shall perform inspections, structural repairs, corrosion treatment, rustproofing, and painting of all vehicle and equipment surfaces. Repairs should eliminate corrosion damage and extend the vehicle's or equipment life expectancy by rustproofing underbody components. Minor repairs and hardware replacement (standard screws, bolts, and fasteners) shall be conducted as needed. The contractor shall pick up and return each vehicle within the timeframes specified per corrosion level in PWS Spec Item 2.2 Corrosion Levels or at the Task Order level. If a deadline cannot be met for any reason, including but not limited to supply chain issues or bad weather the Contracting Officer (CO) must be contacted immediately. 1.5. SCOPE: The contractor shall refurbish vehicles and equipment, including treating corrosion, repairing metal work, panel fabrication, replacing wood flooring, and repairing fiberglass and plastic surfaces. The contractor shall disassemble and reassemble equipment components as required, excluding powertrain and electrical components, to aid the corrosion removal/refurbishment process. Corroded hardware shall be replaced with stainless steel to the maximum extent possible. Full frame-up restoration and major assemblies (e.g., engine, transmission, drive axles) will not be undertaken without prior coordination with the CO on a case-by-case basis. QUALITY CONTROL: The contractor shall ensure quality service is maintained through the life of the contract and develop an effective Quality Control Plan (QCP) to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which it assures their work complies with the requirement of the contract. The contractor will provide the QC plan to the Government no later than 30 days after contract award and provide any additional changes within 3 days of implementation. 1.7. HOURS OF OPERATION: The contractor will coordinate pickup and delivery times with the designated Government point of contact(s) (POCs) as detailed in each Task Order.
