STATEMENT OF WORK KANSAS CITY COURIER SERVICE A. ORGANIZATION IDENTIFICATION Internal Revenue Service Kansas City Submission Processing Center Receipt and Control Operations 333 W. Pershing Road Kansas City, Missouri 64108 B. BACKGROUND INFORMATIONF The Internal Revenue Service (IRS), Kansas City Submission Processing Center (KCSPC), is required to deposit all tax revenues collected daily in the Liberty Bank & Trust in a timely manner. Professional, responsible couriers are required to provide dedicated service to transport the deposits to the Liberty Bank & Trust in a secure vehicle. The packages to be delivered contain deposit slips, endorsed checks, and complete documentation, including identification of taxpayers and amounts and types of remittances. As an independent contractor, the courier, under contract with the IRS, must fully understand that much of the information that is provided to the courier and its employees is privileged and legally and administratively restricted and falls under the provision of the Privacy Act of 1974 and Internal Revenue Code (IRC) Sections 6103, 7213 and 7431. The Privacy Act, the Safeguards and the Criminal/Civil Sanctions paragraphs specify the courier responsibility and liability regarding disclosure of this information. At the expiration of courier contract with the IRS the courier is required to return all documents in its possession to the IRS. Reference IRM 3.8.45.1.9.1, pages 12-25 C. DESCRIPTION OF SERVICES 1. Daily Pick Ups and Deliveries – (CLIN 1) a) The courier service shall report to 333 West Pershing Road, southeast corner of the guard station by the dock off 26 th and Broadway, at 4:00 p.m., daily, Monday through Friday, during the non-peak period of May 1 through March 30, for each year of the contract. During the peak period between April 1 through April 30 of each contract year, the couriers shall report on the days and times shown in the following expanded schedule: Dates: April 1 through April 30 Days: Monday through Friday Times: 8:30 a.m. Dates: April 1 through April 30 Days: Monday through Friday Time: 4:00 p.m. -- 1 of 14 -- Delivery of the "cash" deposit will be made first to Liberty Bank & Trust at 4850 State Street Kansas City, KS. in the "drive through" area. Cash delivery is made once per week on Thursday, unless a Holiday, then cash delivery is usually made on Wednesday. Delivery of the daily deposit package shall be made to the Liberty Bank & Trust located at 4850 State Street Kansas City, KS. b) Courier services are normally not required on Federal holidays. In the event that courier services are required on a Federal holiday, the courier shall perform regularly scheduled services after notification by the Contracting Officer’s Representative (COR) at least 24 hours in advance of the holiday. c) During Peak periods, Saturday and/or Sunday pick-ups may be required. d) Courier service will only be paid for days that service was provided. e) The couriers should also provide occasional one-time services on an on-call basis. The COR will notify the contractor at least 12 hours in advance of all requirements for occasional one- time services. f) Additional requirements and instructions concerning schedule compliance are set forth in Additional Services. g) IRS personnel will annotate a register with the courier’s actual arrival and departure times. Shipments may vary from one to 25 boxes, which weigh approximately six to ten pounds each and are 3’ long X 8” wide X 4” high. The average non-peak shipment is five to ten boxes. Only sealed packages shall be accepted by the contractor. The couriers will be furnished with a Receipt for Transport of IRS deposits (Form 10160) for each shipment, which shall include dates, actual pick-up time and applicable signatures and initials. h) The couriers shall provide dedicated services. It is not acceptable to include additional pick- ups and deliveries while in possession of the Government package(s). The couriers shall be allowed for up to 15 minutes to deliver the shipments to Liberty Bank & Trust. When making the "cash" delivery the couriers will be allowed for up to 25 minutes to deliver shipment first to UMB 1800 Grand and then UMB 928 Grand. i) The courier shall take the shipment to UMB located at 928 Grand, the Dock, KCMO 64106, in downtown Kansas City, Missouri. The courier shall have Form 10160 stamped with the Liberty Bank & Trust time and date of delivery and name, signature of Liberty Bank & Trust Representative. Form 10160 will be returned to the designated KCSPC personnel during the next scheduled pick up. The contractor shall also pick up all empty mailbags to return to KCSPC during the next scheduled pick up, as required. j) The Courier Service must be prepared to provide an explanation for any deliveries that exceed the 15-minute delivery time frame, unless transporting the "cash" delivery. In which case, the Courier Service must be prepared to provide an explanation for any deliveries on "cash" delivery days that exceed the 25-minute delivery time frame. 2. Weekly Cash Deliveries – (CLIN 2) Delivery of the "cash" deposit will be made first to Liberty Bank & Trust at 4850 State Street Kansas City, KS. in the "drive through" area. Cash delivery is made once per week on Thursday, unless a Holiday, then cash delivery is usually made on Wednesday for that -- 2 of 14 -- week. The couriers shall provide dedicated services. It is not acceptable to include additional pick-ups and deliveries while in possession of the Government package(s). The couriers shall be allowed for up to 15 minutes to deliver the shipments to Liberty Bank & Trust.
