FOR

1. PROJECT SCOPE: United States Transportation Command (USTRANSCOM) requires a
multi-layered in the breezeway connecting Building 1900E and Building 1900W.
2. STANDARDS AND CODES: Work shall comply with applicable state and federal codes
and regulations to include: National Electrical Code (National Fire Protection Association
(NFPA 70). National Life Safety Code (NFPA 101) Electronic Industries
Alliance/Telecommunications Industry Association (EIA/TIA) 568
3. SPECIFIC REQUIREMENTS:
3.1 . Objective. The contractor shall design, fabricate, deliver, and install a Custom Multi-
Dimensional Illuminated Sign System to enhance the branding, professional aesthetic, and
visual communications of the designated Department of War (DoW) facility, transforming
a static transitional space into an immersive, branded environment.
3.2 . Scope of Work. The contractor shall provide all labor, materials, equipment,
transportation, and supervision required to execute the following phases:
Phase I: Site Survey & Design Consultation – Conduct physical site
measurements, assess existing 110V electrical source and produce 3D
conceptual renderings for approval.
Phase II: Fabrication – Manufacture the 3D illuminated dimensional sign
system in accordance with the detailed technical specifications.
Phase III: Delivery & On-Site Installation – Securely transport all components
to the installation site, perform necessary wall preparation and mount and wire
the illuminated signage system, including final testing of all illuminated
components.

Overall Size: Approximately 7’0” to 7’6” tall (Shield is 8'-0" as per
design). Overall Depth: Approximately 5" to 6" projection from the
wall. Construction: Multi-layered, custom-fabricated aluminum
cabinet with a 2" depth, mounted with a 1"-2" standoff to create a
halo effect. Illumination: High-efficiency, low-voltage internal
LED light pods for halo illumination. Push-thru acrylic globe feature
to be internally illuminated with dedicated white LED modules.
Power: All components must be wired to a single 110V power run
with a timer and UL-Listed internal transformers. The system must
include a 7-year warranty on the LED lights.

Logistics
Electrical Integration: Contractor shall tie into the existing 110V
power source. All work must conform to NEC standards.
Mounting: The sign system shall be mounted using a heavy-duty
cleat mounting system engineered for structural stability and weight
distribution. Cleanup: Complete post-installation debris removal
and site restoration.

6. GENERAL PROVISIONS:
6.1. SCHEDULE AND STANDARD WORKDAY/WEEK: Work shall be
accomplished during normal working hours (0730-1630 Monday through Friday).

6.3. NOTIFICATION: The contractor shall coordinate all work with the
Contracting Officer or the designated Contracting Officer’s Technical Representative
(COTR).

7. SECURITY PROVISIONS:
7.1. SECURITY AND PRIVACY: This applies to all contractor personnel
including deliverymen who need to enter Scott AFB. Personnel will be required to
divulge Privacy Act information as required to meet Air Force security requirements.
Contractor must be always escorted while within Building 1961.
7.2. CONTRACTOR CONSENT TO BACKGROUND CHECKS: The
contractor and, as applicable, subcontractor shall not employ persons for work on
this contract if such employee is identified as a potential threat to the health, safety,
security, general well-being or operational mission of the installation and its
population, nor shall the contractor or subcontractor employ persons under this
contract who have an outstanding criminal warrant as identified by Law Enforcement
Agency Data System (LEADS) through the National Crime Information Center
(NCIC). LEADS checks will verify if a person is wanted by local, state, and federal
agencies. All contractor and subcontractor personnel must consent to LEADS
background checks. Contractor and subcontractor personnel who do not consent to a
LEADS check will be denied access to the installation. Information required to
conduct a LEADS check includes: full name, driver’s license number, and/or social
security number, date of birth of the person entering the installation, and completion
of a background check questionnaire. The contractor shall provide this information
using the Scott AFB Form 21, Contractors Consent for Background Check, and shall
submit it in conjunction with the contractor’s request for either base or vehicle
passes. Completion of a successful LEADS check does not invalidate the
requirement for an escort when contractor or subcontractor personnel are working
within controlled or restricted areas. Contractors shall ensure their employees and
those of their subcontracts have the proper credentials allowing them to work in the
United States. Persons later found to be undocumented, or illegal aliens will be
remanded to the proper authorities. The contractor shall not be entitled to any
compensation for delays or expenses associated with complying with the provisions
of this clause. Furthermore, nothing in this clause shall excuse the contractor from
proceeding with the contract as required.

7.3. BADGES: The contractor is required to provide identification badges for
their employees. All contractor personnel shall wear these badges while on duty on
the government site. Badges are required to identify the individual, company name,
and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be
