United States Department of the Interior INTERIOR BUSINESS CENTER Washington, DC 20240 1 Request for Information (RFI) Commodity Internet Services Blanket Purchase Agreement Request for Information (RFI) Overview, Questions, and Instructions 1.0 PURPOSE The purpose of this RFI is to assess industry's capability to provide reliable Commodity Internet Services Blanket Purchase Agreement (BPA) to include but not limited to Direct Internet Access (DIA) or synchronous Internet services, understand commercial capabilities and pricing, identify potential vendors, and obtain feedback that may refine the technical specifications and acquisition strategy. This RFI will be used to: • Identify Interested Vendors that are capable of providing high performance outcomes. • Identify Qualified/Capable Interested Vendors that are qualified small business, small- disadvantaged business, Indian-owned small business, woman-owned small business, service- disabled veteran-owned small business, veteran-owned small business, HUBZone, 8(a), Indian- owned business, and large business. • Obtain industry experience, best practices, recommendations, and lessons learned from performance in a single vendor environment for scope similar to this requirement. • Provide input into the Government’s requirements document. 2.0 BACKGROUND/ OVERVIEW DOI requires reliable and secure internet services that comply with Executive Order (EO) 14028 – Improving the Nation’s Cybersecurity, and OMB Memorandum M‑22‑09 – Moving the U.S. Government Toward Zero Trust Cybersecurity Principles. To meet Zero Trust Network requirements, DOI must transition away from traditional trusted networks and instead utilize segmented, isolated network environments. The connection of commodity internet services to the DOI network must occur through a DOI‑managed device for policy and security enforcement. -- 1 of 3 -- 2 Request for Information (RFI) Commodity Internet Services Blanket Purchase Agreement 3.0 HOW TO RESPOND If you are interested in participating in this market research notice, you may submit a White Paper response in accordance with the requirements and instructions contained herein. White Papers submitted in response to this RFI must be provided via email to Cynthia_c_garrison@ibc.doi.gov, erin_laymon@ibc.doi.gov , and maria_norfleet@ibc.doi.gov no later than 10:00 A.M., Eastern Standard Time, August 14, 2026. Please be advised that it is the interested vendor’s responsibility to ensure the Government receives your submission on or before the specified due date. 4.0 SUMISSION OF QUESTIONS Any questions regarding this RFI must be submitted via email using Attachment 2 – RFI Q&A spreadsheet and sent to the point of contacts listed above in Section 3.0 no later than 10:00 A.M. Eastern Standard Time, August 7, 2026. Please be advised that questions and/or comments may not be protected as proprietary. The Government reserves the right to transmit those questions and answers of a common interest to other interested vendors. 5.0 INDUSTRY DISCUSSIONS Based upon the Interested Vendors’ White Paper responses, the Government may choose to meet with potential Offerors and hold one-on-one discussions. Such discussions will be considered further Market Research intended to obtain clarifications of potential capability and/or experience to assist the Government in defining and developing its requirements. 6.0 WHITE PAPER REQUIREMENTS White Papers must be submitted as an email attachment in either Microsoft Word format or a portable document format (pdf). White Papers are limited to twenty (20) pages, not including the title page and the table of contents. Your submission must use black 12-point font, single- spaced, double-sided. Page margins must be one inch at the top, bottom, and each side. Headers, footers, and page numbering may be outside the 1-inch margin, but not less than a .5-inch margin. Headers, footers, tables/figures, and page numbering may be in 10-point or 12-point font. White Papers should address the following elements to the maximum extent possible. You may answer any or all of the questions, to the best of your ability. 1. Company Profile: a. A brief description of your company. b. Based on your experience operating across geographically diverse service areas, what Blanket Purchasing Agreement structure (single‑award or multi‑award) would you recommend for a regional model, and why? Please discuss potential impacts on pricing, competition, service availability, and overall program effectiveness. 2. Where do coverage gaps exist within your service footprint, and what alternatives do you propose for those regions? 3. What are your standard installation intervals for each service type, and what factors could delay deployment? 4. How will your company support non‑standard sites that may require special construction, surveys, or environmental considerations? 5. Do bandwidth limitations or caps exist for any service type, and what is the impact of exceeding capacity? 6. What security controls, certifications, and monitoring capabilities does your company maintain for commodity internet services? 7. What equipment is required for each service type,…
