DeCA - A-E MATOC Project

DRAFT 10 JULY 2026 STATEMENT OF WORK (SOW) ARCHITECTURAL AND ENGINEERING SERVICES MULTIPLE AWARD TASK ORDER CONTRACT 1.0 INTRODUCTION This Statement of Work sets forth requirements for Architectural and Engineering (A-E) professional services in the Engineering Directorate (CCN) of the Defense Commissary Agency (DeCA, or government), to be supported by a Multiple Award Task Order Contract (MATOC) as described herein. The projects utilizing the A-E services are situated at Department of Defense (DoD) sites throughout the continental United States (CONUS), as well as Alaska, Hawaii, Puerto Rico, and Guam. A-E services are also required for DoD locations beyond the continental United States (OCONUS), including Europe (Germany, Italy, England, Spain, Portugal, and the Netherlands), the Middle East (Turkey, Egypt, and Saudi Arabia), and the Far East (Japan and South Korea). Qualified and experienced A-E professionals and consultants shall perform Type A, Type B, and Type C A- E services. The range of tasks included in this requirement include, but are not limited to, those identified in Table 1. Services required under this contract may also include support of Government-administered construction contracts, facility investigations and research, and planning studies. DeCA anticipates awarding contracts for the requirement described herein to up to five (5) A-E firms. Each contract will have a duration of five years, comprised of a one-year base with an option for DeCA to unilaterally extend the contract for up to four (4) additional one-year periods. The total aggregate Maximum Order Limitation (“MOL”) for the contract issued to each of the selected offerors will not exceed $45,500,000 over the five years. This is not a requirements contract, and the government reserves the right to utilize other sources for this requirement, as appropriate and necessary. Throughout the life of the contract, DeCA requires close collaboration between the A-E and the project delivery team assembled by DeCA. The A-E must provide DeCA with sound management advice in its delivery of the services described in this Statement of Work (SOW), helping the government achieve optimal quality and value while efficiently managing schedule and budget constraints. The A-E will proactively address issues in order to minimize potential claims, and anticipate and mitigate problems and delays that could adversely impact a project's schedule, budget, and design. It is the responsibility of the A-E to promptly resolve conflicts, communicate any potential disputes, and keep DeCA informed of any project delays. Moreover, the A-E is accountable for ensuring that the project adheres to applicable laws, regulations, ordinances, codes, standards, and applicable specifications. In the event DeCA Design Criteria or Specifications conflict with applicable codes, regulations, or standards, the A-E shall notify DeCA of the discrepancy immediately. On any project, the A-E must establish and maintain open lines of communication and professional relationships with DeCA, Department of Defense (DoD) agency representatives, and all members of the project delivery team assembled by the government. The DeCA Contracting Officer (CO) serves as the designated authority responsible for managing the contract on behalf of DeCA.
