Review & Update Modeling Relationships and Associated Computerized Applications – CADET, Hull Lines Flexibility, Powering & Emissions Handling, Ballast Templates & Wake Screening Application with Option(s) for Compilation of Additional Hull Profiles - FY2026-2027

Introduction
The U.S. Army Corps of Engineers (USACE) routinely conducts engineering and economic evaluations of coastal deep-draft waterway systems and associated general navigation features (GNFs) which are under Federal authority and jurisdiction. These evaluations are for programmatic support and implementation of waterway system improvements in addition to justification of future ongoing or subsequent operation and maintenance (O&M). Specific efforts also include analysis of ongoing evaluation of waterway system improvements respective to initial placement and subsequent maintenance costs versus associated economic benefits or return on a life-cycle basis. To support these analytical requirements, USACE employs an array of analytical models and methods which incorporate numerical relationships and input data which must be updated and enhanced on a periodic basis over time. Correspondingly, as new applications are realized for a given model or method, models and input data or information sometimes must also be revised or further developed so that models can address multiple needs or types of analysis, currency of related data, or increased detail made available in an effort to reduce error and uncertainty related to output or estimates and related support for decision making.
The purpose of the PWS specifications described herein where specific to vessel lines and related work is to describe the technical needs and deliverables for baseline work efforts to conduct review and revisions (to the extent appropriate) for affiliated applications incorporating use of the hull lines library and development of capacity or capability within applications for evaluation and adjustment of vessel parameters of the world fleet employed for assessment of vessel operations. Addition(s) to the hull lines library are included in the PWS herein as optional work for a limited number of hulls. The hull lines library serves as the basis for a readily-available library of vessel hull geometries that can be used as primary input for various analytical models or applications such as vessel motion (CADET; Channel Analysis & Design Evaluation Tool for evaluation of vessel vertical motion in the offshore or open ocean approach channel environment) in addition to other applications that can potentially use cross-application format and information or specifications affiliated with hull lines profiles. These additional models in turn serve as generators of input for models and methods for economic and cost analysis of vessel operations which ultimately are used to determine economic benefits and costs of development and ongoing stewardship of Federally sponsored waterborne navigation projects. More directly related to the lines library itself is a supporting further prototypical application for flexible adjustment of hull profiles available within the library to allow greater coverage of hull types by size and geometry within or across the world fleet (i.e., the hull lines flexibility application). The flexibility application allows moderate or limited modification of baseline library profiles to create new profiles particular to need or purpose.
As the scope of the lines library largely approaches baseline or targeted completion for commercial cargo carriers and passenger vessels, the library needs to be further expanded to include a few or limited number of remaining select hull configurations, for cargo vessels, ocean-going passenger or cruise vessels and potentially a limited range of offshore supply and support hulls. This is attributable in part due to the structural change in the composition of the world fleet over time which to some extent is ever evolving based on drivers for more efficient technology and changing needs for service in various shipping markets. To primarily complete a current update to the library in terms of commercial cargo hulls (at least for the foreseeable future), it is estimated that a comparatively limited number of additional hulls will need to be added, some being comprehensively compiled or developed with others developed via application of the lines flexibility program to test and verify functionality and correct any remaining minor technical issues for continued or future use.
The PWS as set forth herein will address addition of selected cargo, passenger and offshore support or assistance hulls. Part of this PWS will also address the integration of additional hulls to applications for powering, emissions handling, wake and vessel ballast utilities as well as review for refinement or minor adjustment to subject applications. Correspondingly, each of the subject applications (other than CADET) that may use lines profiles require a common or generally standardized format for input to provide compatibility of coverage for a more detailed and comprehensive library that will provide better coverage of the world fleet by primary vessel type and size class.
To summarize needs and requirements for deliverables under the PWS detailed herein regarding expansion of hull line profiles combined with review and update or enhancement of existing associated computerized analytical applications for function and library compatibility, any newly developed lines profiles as set forth by the PWS herein must be compatible with the following listing of existing applications:
