1.0 SCOPE OF WORK. The contractor shall provide all management, transportation, tools,
supplies, equipment, labor, testing and supervision to perform field investigations,
vehicles and equipment necessary to perform services on Joint Base Langley-Eustis
(JBLE), Virginia (VA) in a manner that shall ensure continuous and reliable service. The
contractor shall demolish buildings 656, 657 and 2701 on Fort Eustis, Virginia. All work
shall be performed in accordance with attached drawings, specifications, and all
applicable laws, regulations, standards and commercial practices as described in the
performance work statement with the focus on safety and customer service. Additional
work that is not listed, but may be required, to accomplish the desired results is inclusive
in this project scope.
1.1 Government will provide the following items if available as courtesy which may have
errors or omissions. The contractor is responsible for verifying plans, testing, and
dimensions as needed. All final costs should be included in the price proposal.
• As-built Record drawings
• Utilities drawings
• Topography Map Survey 2020 ground elevation
• Most recently tested for asbestos containing materials (ACM) and
lead based paint (LBP).
1.2 Government reserves the right to remove mechanical equipment and furniture
prior to demolition.
1.3 All Aspect of this contract must fully comply with:
• JBLE Environmental Management Plan (EMP) 4.4.6.16.
• Ft. Eustis Map: Bldgs. 656, 657, and 2701.

2.0 DESCRIPTION OF SERVICES.
The contractor shall demolish building 656, 657 & 2701. This scope of work shall include
specified requirements, drawings and technical requirements set forth below. All work shall be
accomplished in accordance with the specifications, site map, Contract Progress Schedule (AF
3064) and Contract Progress Report (AF 3065) and terms and conditions of the contract.

2.1 DEMOLISH BUILDINGS - 656 (Asset Size: 7,438 S.F)
2.1.1 Building 656 is a semi-permanent building that exceeded its service life and is
inefficient to maintain. The project requires removal of building 656 and all associated
systems to include not limited to: any above ground piping and any storage sheds.
Sidewalks, trees, gazebos, signs, and concrete sections to be removed will be identified
during the pre-bid site visit.
2.1.2 Install a temporary chain link fence and around the entire area of work site. Fence
footprint shall encompass entire facility.
2.1.3 The contractor is responsible for the removal and disposal of the building structure as
well as all contents including, but not limited to all furnishings, trash, fixtures,
appliances, electrical systems, chimneys, complete foundations, footers, bollards, and
building structure.

2.1.4 IAW JBLE’s hazardous waste disposal policy, contractor is responsible for removal of
all smoke alarms, fluorescent lights, batteries, thermostats and any other hazardous materials.
Any hazardous materials shall be taken to building 1208 (Hazardous Waste Accumulation
Facility) for disposal prior to demolition.
2.1.5 Bldg. 656 was constructed in 1949. The Government has not tested for asbestos
containing materials (ACM) and lead based paint (LBP); however, upon entering the
building environmental toxins were present. Due to the current conditions of the
building, abatement is required. If any additional testing is required, the cost should be
included in the contractor’s proposal. A full destructive sample is permitted at the pre-
bid site visit.
2.1.6 Contractor is responsible for evacuating and recycling refrigerants from all mechanical
equipment prior to demolition.
2.1.7 Dust resulting from demolition shall always be controlled.
2.1.8 The contractor shall not allow demolition debris to accumulate at the work site.
2.1.9 The utilities to Building 656 (Gas, Electric, Water, Sewer, Fiber optics etc.) will be
disconnected and removed (by others) prior to demolition. Contractor shall attend all
coordination meetings with the Utility Service Providers.
2.1.10 In accordance with sound environmental principles and EMP 4.4.6.16, the contractor
shall salvage or recycle as much steel, copper, aluminum, glass and lumber as possible.
Weight tickets for all recycled material and material going to the landfill must be turned
in to the CES PM within 14 days of recycling.
2.1.11 Remove and dispose of all foundations, footings complete, and concrete sections
identified during the pre-bid site visit.
2.1.12 Repair ALL asphalt and concrete paving damaged by contractor operations. Backfill
area of excavation as necessary to establish elevation matching that of surrounding area.
Conduct soil compression test prior to placing asphalt or concrete paving.
2.1.13 See Government provided the topography map survey 2020 ground elevations around
Bldg.656.
2.1.14 After demolition, Contractor shall thoroughly clean all sites of debris and grade all
disturbed soil to implement positive drainage.
