1. Introduction
This is a Sources Sought Synopsis only. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB). There is no solicitation available at this time. This notice is issued solely for market research and planning purposes to determine the availability and capability of qualified contractors to perform a Design-Build project for a covered parking structure.
2. Project Description
The Government is seeking a Design-Build contractor to design and construct a covered parking structure capable of accommodating two (2) composite-sized fighter aircraft F-35. The structure must be a non-enclosed, standing seam metal roof canopy.
Acceptable construction methods for this non-enclosed structure include, but are not limited to:
Pre-Engineered Buildings (PEB)
Concrete Masonry Unit (CMU) block
Tilt-up concrete panels
Other approved construction methods meeting the design criteria
3. Specific Design & Engineering Requirements
The design and construction must strictly adhere to the following architectural and engineering specifications:
Structural & Architectural Design
Canopy Design: Multiple-segment cantilevered Gable type rising towards the interior.
Support System: Load-bearing structural columns located around the outside perimeter, supporting cantilevered roof joists/space frame extending into the covered interior space.
Roofing: Standing seam metal roof.
Code & Environmental Compliance
Building Codes: Design must comply with Miami-Dade County building requirements.
Wind Loads: Calculations shall be conducted In Accordance With (IAW) ASCE/SEI 7-10 and the latest edition of the Florida Building Code for High-Velocity Wind Zones.
Hardware & Additional Features
Hardware: Except where stainless steel is utilized, all hardware shall be galvanized in accordance with ASTM A 153.
Systems & Sitework: The design and build must include:
Lightning protection and grounding systems.
Pavement striping.
Tie-down/mooring points for aircraft securing.
4. Submittal & Deliverable Requirements
The Contractor shall be responsible for providing the following design submittal packages to the Contracting Officer (KO) for government review and approval, strictly adhering to ANGETL 24-02 guidelines:
Type A2 (35% Design)
Type B1 (65% Design)
Type B2 (100% Pre-final Design)
Type B3 (100% Final Design)
5. Capability Statement Requirements
Interested parties are requested to submit a Capability Statement demonstrating their ability to perform the work described above. Submissions should be concise and include the following:
Company Profile: Company name, address, Point of Contact (POC), phone number, email address, CAGE Code, and Unique Entity ID (UEI).
Business Size & Socioeconomic Status: Identify business size and any applicable socio-economic categories (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB) under the anticipated NAICS code.
Past Performance: Brief descriptions of up to three (3) relevant past projects (completed within the last 5 years) similar in scope, complexity, and magnitude. Highlight experience with:
High-Velocity Wind Zone construction (specifically Miami-Dade/Florida Building Code).
Design-Build of aircraft sunshades, hangars, or similar cantilevered structures.
Compliance with DoD/Military design submittal processes (e.g., ANGETL guidelines).
Bonding Capacity: Statement of single and aggregate bonding capacity.
