PERFORMANCE WORK STATEMENT (PWS) PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY (PHNSY & IMF) TEMPORARY AIR CONDITIONING UNITS 1. BACKGROUND 1.1 The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls, and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific. 2. OBJECTIVE/SCOPE 2.1 This PWS defines the requirements for the monthly rental of eight (8) high-capacity dehumidifying/air conditioning units to support mission-critical environmental control operations. Each unit must have a minimum cooling capacity of 12.5 tons or 20 tons, airflow capacity of at least 5000 cubic feet per minute (CFM), and be mounted on a skid with certified welded lifting points for safe handling and deployment. 2.2 Planned Period of Performance (PoP) – Eight (8) Units – July 2026 through July 2027, actual PoP will be adjusted in the resultant contract, if needed. 3. REQUIREMENTS DH 3.1 Equipment specifications: 3.1.1 Quantity: Must provide a minimum of eight (8) AC units each capable of at least 5,000 CFM airflow to meet existing system requirements. Must be able to forklift units. Units must have certified, welded lifting eyes in order to be craned into multiple work areas. Size must be max, 11’ X 7’ X 6’ due to space constraints. Single or Double port to allow connection of vent(s). Preferred: DH/AC 5000HP / 7000LP. 3.1.2 Type: Integrated dehumidifying and air conditioning systems 3.1.3 Cooling Capacity: 12.5 tons or 20 tons 3.1.4 Airflow Capacity: Minimum 5000 CFM per unit 3.1.5 Mounting: Skid-mounted with certified welded lifting points 3.1.6 Electrical Power Connection: Must be equipped/compatible with Single Pole Camp- Type J-Series (Eaton plugs: Male, Black E1016-1600 or 1600S, Male; White E1016- 1605 or 1605S; Male, Red E1016-1602 or 1602S) or equivalent. 3.2 Rental Terms -- 1 of 6 -- PERFORMANCE WORK STATEMENT (PWS) PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY (PHNSY & IMF) TEMPORARY AIR CONDITIONING UNITS 3.2.1 Duration: Twelve (12) months. 3.2.2 Delivery: Units shall be delivered to PHNSY & IMF, 1-3 days before start of PoP. Exact location of AC units will be determined by PHNSY Project. 3.2.3 Pick-up: Units shall be picked up 1-3 days after notification. 3.2.4 Maintenance: Contractor shall provide preventive maintenance, troubleshooting, and emergency repairs. Contractor response time for service calls must be ≤ 4 hours. 3.2.5 Replacement: Non-functional units must be replaced within 24 hours of notification. 3.2.6 The Contractor shall be responsible for transportation, technical support, and removal of all equipment provided. 3.2.7 The Contractor shall provide all labor, equipment, tools and material to deliver, repair, and remove the AC Units. All costs inclusive. 4. SERVICE DELIVERY SUMMARY Primary Performance Requirement PWS Paragraph Performance Threshold 1. Provide temporary Air Conditioning (AC) Units as specified Paragraph 3.1.1 100% delivery and compliance. 2. Deliver and remove equipment within the time allowed Paragraph 3.2.2, and 3.2.3 100% delivery and compliance. 3. Periodic maintenance service Paragraph 3.2.4 95% compliance 5. QUALITY ASSURANCE 5.1 The contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's QCP is the means by which the contractor assures that work complies with the requirement of the contract. 5.2 The contractor shall maintain records of reviews and actions taken per the QCP, and shall make such records available to the government upon request. -- 2 of 6 -- PERFORMANCE WORK STATEMENT (PWS) PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY (PHNSY & IMF) TEMPORARY AIR CONDITIONING UNITS 6. GOVERNMENT FURNISHED PROPERTY AND SERVICES 6.1 Upon delivery, the Government will provide any means necessary support to offload the DH/AC units from the truck. 6.2 Move the DH/AC units to the exact location. 6.3 Connects the units to the power source and ventilations. 6.4 Provide on-site point of contact for coordination. 6.5 Provide security escort for contractor personnel, if required. 7. CONTRACTOR QUALIFICATIONS/REQUIREMENTS 7.1 Performance of all work under this contract is restricted to US citizens and US nationals only. All work performed shall be in accordance with Federal, State of Hawaii, Navy and local laws, regulations and procedures. 7.2 Contractor will comply with Safety and Health work practices specified in Appendix I. 7.3 Contractor will comply with environmental guidelines specified in Appendix II 8. SECURITY REQUIREMENTS 8.1 Prior to the start of work, the contractor shall provide the Contracting Officer’s Representative (COR) a request for access to PHNSY & IMF and include the following information – full name of all personnel working on this contract; Social Security number; date of birth, place of birth, and citizenship via PH-SYD IMF 5512/28. The contractor shall state that information has been verified and shall have supporting records on file if required for examination. 8.2 The contractor shall pass a background check to gain access into PHNSY & IMF. The contractor’s employees must be U.S. Citizens and registered with the Defense Biometric Identification System (DBIDS). The contractor shall coordinate with the Technical Point of Contact (TPOC) or COR to obtain a gate pass at Building 3455 Pass Office.
