1.0 DESCRIPTION OF SERVICES
This Performance Work Statement describes contractor requirements for the project titled
“OBASE – Diesel Tank Cleaning & Fuel Polishing – Backup Generators”. All work will occur at the
Fresno Air National Guard Base, California. The contractor is responsible for furnishing and
installing all labor and materials to complete the items listed in this Performance Work
Statement. The contractor shall provide the government with a complete and usable product
that will be inspected/accepted by the government at the completion of the project. All
information included in this document, along with the instructions and standards referenced in
the document, should be considered as part of the Performance Work Statement.
2.0 SITE OF WORK
All work will occur at the
144 th Fighter Wing, Fresno Air National Guard Base

3.0 PERFORMANCE WORK STATEMENT
3.1 Objectives: The purpose of this project is to provide yearly service to all diesel tanks for each
backup generator located throughout the 144 th Fighter Wing. Services will consist of both
tank cleaning and fuel polishing. The Period of Performance shall include 1 Base Year and 4
option years.
3.2 Requirements:
3.2.1 Inspect and assess the condition and serviceability of the fuel tanks and diesel fuel.
Contractor must perform fuel testing in accordance with ASTM D975 (Standard Specification
for Diesel Fuel Oils) to verify fuel conditioning meets required performance baselines (e.g.,
flash point, water/sediment limits, biodeterioration).
3.2.2 Clean fuel tanks and fuel filtration systems in accordance with industry standards to
ensure interiors are free of contaminants such as water, rust, and/or debris. Any filtration or
water-separation technology used by the contractor must meet standard military fuel
filtration specifications (such as EI 1581 standards referenced in UFC 3-460-01).
3.2.3 Polish fuel in accordance with industry standards to ensure fuel is free of contaminants
and is of a usable quality.
3.2.4 Waste Disposal. Properly dispose of all waste (including unserviceable fuel) in
accordance with all federal, state, and local hazardous waste disposal regulations.

approximate volumes:

4.0 SPECIAL QUALIFICATIONS
The contractor shall ensure all employees possess all required licenses/certifications for
inspecting, testing, and/or servicing fuel systems used in the performance of this contract. This
does not include education or other qualifications for the position in which the contractor
employee is performing, dress codes, or other information. (NOTE: The Government does not
provide training to contractors. Contractors must ensure that any personnel performing under a
contract are fully trained, licensed, certified, and otherwise qualified to provide services.)
5.0 PROJECT SPECIFIC REQUIREMENTS
5.1 The contractor is responsible for ensuring that any subcontractor(s) performing under this
contract are fully trained, licensed, certified, and otherwise qualified to provide services.
