Description
1 DESCRIPTION OF SERVICES: The contractor shall provide all personnel, labor,
materials, and transportation to provide non-personal service in support of the Dover Air
Force Base Chapel for all Sunday Catholic Mass services Director of Catholic Music
Ministries contract. The contractor is responsible to provide one music director and one
music accompanist for one two Catholic Mass. The Chapel will provide the contractor with
all musical materials and facilities necessary to perform their duties. The program is multi-
faceted and requires a high degree of coordination and cooperation with military and civilian
activities and authorities. The contractor must demonstrate an understanding of the
religiously pluralistic and sensitive arena of numerous faith groups and denominational
traditions. The contractor accomplishes the terms of the contract in compliance with the
mission requirements and standards set forth and defined by the PWS. Activities and
behavior to the contrary are viewed as grounds for contract termination.
2 PURPOSE: The purpose of this Performance Work Statement (PWS) is to cover
faith specific duties related to the Director of Catholic Music Ministries contract.
3 WORK HOURS:
3.1 Director of Catholic Music: The position will require 1 Catholic rehearsal per
week and 2 Catholic Mass performances performance per week. The length of
the Catholic Mass rehearsal shall be a minimum of one (1) hour. The length of
the Catholic performance shall be a minimum of one (1) hour.
The contractor shall also arrive at least 30 minutes (0.5 hours) prior to the worship
service start time for set up, and is allotted 30 minutes (0.5 hours) for tear down.
This position is also required to attend one (1) weekly meeting. The length of this
meeting shall be a maximum of 30 minutes (0.5 hours) contractor shall also arrive

This PWS covers 1 weekly Catholic rehearsal, 2 weekly Catholic Mass
performances, set up, tear down, and a weekly meeting for a total of 4.5 weekly
hours. for fifty-two (52) weeks per annum.
This PWS also covers 1 Quarterly Performance Meeting. The length of this
meeting shall be a maximum of one (1) hour per quarter (for a total of 4 hours
annually). Additionally, this PWS covers seventy-eight (78) anticipated hours
annually for special services, meetings, and training, for a maximum of 316 hours
annually.
3.2 Changes to the core hours must be coordinated through the Lead Catholic Priest and
contracting officer and accomplished via a modification prior to any changes taking
place. Hours worked each week will be submitted through iRAPT/WAWF for payment
monthly.

4 QUALIFICATIONS: The contractor shall:
4.1 Provide resumes for the Music Director and Musician demonstrating a minimum of
two years of experience leading music in a congregational worship setting.
4.2 Demonstrate proficiency in playing the piano, with the ability to sight-read music
appropriate for traditional and contemporary worship.
4.3 Provide documentation (a letter of good standing is required) from their current pastor
or church leadership verifying they are an active, practicing Catholic familiar with the
Mass.
5 GENERAL RESPONSIBILITIES: The contractor shall:
5.1 Submit to Criminal History Background Check and Installation Records
Check (IRC)* as described in DoDI 1402.05. Criminal History Background
Checks on Individuals in Child Care Services. Found on the Executive
Services Directorate. The contractor will acquire all guidance required to
complete the background check and/or IRC from the chapel administrative
office upon contract award date. Upon favorable completion of IRC,
contractors may provide services under line-of-sight supervision until the
background check is completed (if required). If the contractor has received a
background check from another military installation, proof of the check must
be provided or obtain a new one. The contractor has the right to obtain a copy
of the background check report and must contact the chapel administrative
office to obtain it. If the IRC or background check comes back with
unfavorable results, the contractor has the right to challenge the accuracy and
completeness of the information in the report. Final decision on whether to
continue contract or use unfavorable result as a basis for termination of
contract lies with Wing Chaplain in coordination with Contracting Officer.
*This paragraph applies to contractors working with youth below 18 years of
age unsupervised or contractors that manage volunteers that work with youth
below 18 years of age unsupervised.
5.2 Ensure that all permanent volunteers working with youth below 18 years of
age without line-of-sight supervision receive a background check and an IRC
as described in above paragraph. Ensure that volunteers under line-of-sight
supervision complete an IRC.
5.3 Work in close coordination with the lead Catholic Priest over the Mass
services, acknowledging that the Wing Chaplain maintains ultimate oversight and
direction of all Chapel programs and services.
5.4 Attend Catholic worship services, and any special worship services or
programs as coordinated with the lead Catholic Priest.
5.5 The contractor shall be available to meet with the Wing Chaplain, or the lead
Catholic Priest, to discuss performance, scheduling, or other contract-related
matters. These meetings will be scheduled on an as-needed basis, with a
frequency not to exceed one meeting per quarter. The scheduling of any such

meeting will be coordinated with the contractor to find a mutually agreeable
time.
5.6 Maintain good rapport and work constructively with the Chaplain, service
members, volunteers, and the Parish Advisory Council (PAC). Resolve all
conflicts at the lowest possible level starting with the Contracting Officer or
their designee.
