PROJECT DESCRIPTION
The U.S. Army Corps of Engineers, Baltimore District (CENAB) requires services to inspect and repair the
EPDM (ethylene propylene diene terpolymer) roof along with resetting loose lightning protection aerials,
routing and sealing cracks in exposed concrete foundation wall that are >1/16-inch wide, repairing and
replacing gutters at the DISA HQs complex located on Fort Meade MD. All work is to be performed at the
DISA HQ complex along Cooper Ave. located on Fort Meade, MD.
The DISA facility is comprised of 6 individual buildings (total square footage over 1M
square feet) and the fire pump house and tank. The buildings are as follows:
• Operations Building (O-6910) – 4 stories and 226,480 square feet
• Command Building (C) – 4 stories + basement and 246,880 square feet
• Common/Media Building (M) – 2 stories and 112,000 square feet
• Acquisitions Building (A-6914) – 5 stories and 226,480 square feet
• Lab Building (L-6908) – 2 stories and 115,290 square feet
• Warehouse Building (W-6906) – 2 stories and 49,265 square feet
The Contractor shall provide services under this delivery order to accomplish the tasks as described in this
Statement of Work (SOW) and required terms. The Unified Facilities Criteria (UFC) and Unified Facilities
Guide Specifications (UFGS) shall be the basis of all designs and construction under this SOW.
Off- Hours Work: Work shall be performed during normal business hours.
Total Task Order duration is 545 calendar days from the notice to proceed.

SECURITY:
1. DISA is a secure facility. All Contract Employees requiring on this project shall be US
Citizens and have a security clearance that is verifiable in the Defense Information System for
Security (DISS). If an individual does not have a security clearance the contractor must provide an
escort at their expense. The contractor shall follow DISA access procedures along with Fort
George G. Meade access procedures which are available from the Contracting Officer (KO). The
contractor will have a valid Facility Security Clearance (FCL), cage code, and able to complete a
Department of Defense (DD) Form 254 – Contract Security Classification Specification and be verified
by DISA security office.
2. Escorts: If escorts are required, the Contractor shall provide Contractor-furnished escorts.
The escort company should have a valid cage code at least the Secret level. Escorts must be cleared,
complete a DISA new Contractor Security Orientation Brief and safety training. Escorts must sign a
DISA Escort Agreement Statement. The cost of escorts must be included in any proposals for evaluation
or will absorbed by the contractor.
3. The contractor shall submit a list of all individuals IAW the DISA security procedures for
verification and approval by DISA security prior to entry into the facility and IAW the Fort George G.
Meade security office for access to the garrison. Failure to follow the security access procedures shall
result in removal from the site. All electronic devices used for construction will be inspected prior to
entry, bags are subject to search, no personally owned electronic devices are allowed in the facility. See
also Section 01 14 00 Work Restrictions. Electronic devices required for performance of work must be
submitted to DISA security for review and be issued a waiver to be taken into the facility.
4. The DISA PM will coordinate the issuance of required installation passes to contractor personnel,
if applicable. Contract personnel shall wear a badge that clearly identifies them as a contract employee.
The badge will contain a personal picture, name of employee, and Contractor's name. Badges shall be
worn on the outer garment in full view at all times, attached to the outer shirt or jacket pocket by a button
or clip or worn around the neck secured by an appropriate identification card lanyard.
5. AT Level I Training. All contractor employees, to include subcontractor employees, requiring
access Army installations, facilities and controlled access areas shall complete AT Level I awareness
training within 30 calendar days after contract start date or effective date of incorporation of this
requirement into the contract, whichever is applicable. The contractor shall submit certificates of
completion for each affected contractor employee and subcontractor employee, to the COR or to the
contracting officer, if a COR is not assigned, within 05 calendar days after completion of training by all
employees and subcontractor personnel. AT level I awareness training is available at the following

6. iWATCH Training. The contractor and all associated sub‐contractors shall brief all employees on
the local iWATCH program (training standards provided by the requiring activity ATO). This locally
developed training will be used to inform employees of the types of behavior to watch for and instruct
employees to report suspicious activity to the COR. This training shall be completed within 30 calendar
days of contract award and within 05 calendar days of new employees commencing performance with the
results reported to the COR NLT 30 calendar days after contract award.
7. OPSEC Training. Per AR 530‐1 Operations Security, the contractor employees must complete
Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their
reporting for duty and annually thereafter.

8. Threat Awareness Reporting Program. All new contractor employees will complete annual Threat
Awareness and Reporting Program (TARP) Training provided by a Counterintelligence Agent, IAW AR
