Surface Preparation: Prepare the exposed surface to ensure it is completely dry, clean, and free of residues. The Government reserves the right to inspect the surface prior to new installation. Sealant Installation: Provide and install new commercial-grade sealant, ensuring uniform application over the designated 270 to 300 square foot under-eave perimeter. General Scope: The Contractor shall provide all plant, labor, equipment (including scissor lift), tools, materials, supervision, and transportation necessary to accomplish the work. Mandatory Technical Submittals & Deliverables (Within 10 business days of NTP): Rubberized Roof Sealant Replacement Plan Warranty Management Plan Manufacturer's Instructions Operations and Maintenance Data Completed Cost Breakdown Form (Attachment 0003): An itemized breakdown specifying direct labor (compliant with the specified Wage Determination), materials/equipment, and a separate calculation for Overhead/G&A and Profit. Mandatory Site Visit & Access Prospective offerors are highly encouraged to inspect the site. Failure to do so will not constitute grounds for a claim after award. Notice to Proceed (NTP) Issuance: Upon contract execution, the Contracting Officer issues the formal NTP, which officially starts the 20-working-day Period of Performance (PoP) clock. Required Submittals: Within ten (10) business days following NTP, the Contractor shall submit all required technical documents for Government review and approval. Pre-Construction Conference: After NTP issuance but prior to starting work, a conference will be held to review base access and safety. Onsite Work Commencement: The Contractor may begin physical onsite work only after submittals are approved and the pre-construction conference is complete.
