Statement of Work (SOW) Domestically Produced Neodymium Iron Boron (NdFeB) Rare Earth Magnets 1.0 BACKGROUND Tobyhanna Army Depot (TYAD) has an urgent requirement to procure a secure and reliable domestic supply of high-performance Neodymium Iron Boron (NdFeB) rare earth magnets. These magnets are a fundamental component in the Brushless Direct Current (BLDC) motors that power the Army's small Unmanned Aircraft Systems (sUAS), and establishing a domestic source is necessary to mitigate critical supply chain vulnerabilities. Market research conducted and Tobyhanna Army Depot has identified qualified domestic sources capable of meeting the Government's technical and production requirements. 2.0 SCOPE The contractor shall provide all necessary labor, materials, equipment, and facilities required to manufacture and deliver NdFeB rare earth magnets compliant with the specifications outlined in this SOW. This effort requires a fully domestic, vertically integrated manufacturing process, from raw material processing to final magnet finishing and coating, all performed within the United States. This is a firm- fixed-price action for the delivery of these magnets. 3.0 REQUIREMENTS The contractor shall perform the following tasks: 3.1 General Manufacturing Requirement: The contractor shall manufacture and deliver magnets that meet the precise technical specifications detailed below. The entire supply chain and manufacturing process for these items must be domestic and decoupled from foreign influence, investment, material, and equipment. 3.2 Technical Specifications: All magnets delivered under this contract shall conform to the following general material and performance characteristics: • Material Type: Neodymium Iron Boron (NdFeB) • Grade: N42S • Coating: Nickel-plated • Magnetization: Radially magnetized arc segments, intended for assembly into BLDC motors. -- 1 of 3 -- 3.3 Specific Magnet Configurations: The contractor shall produce and deliver magnets in the following two configurations: 3.3.1 CLIN 0001 - Magnet, Motor 3115: Dimensions: All physical dimensions (e.g., outer diameter, inner diameter, arc segment angle, height, and thickness) shall conform to the Government-provided drawing/specification for the 3115 BLDC motor. 3.3.2 CLIN 0002 - Magnet, Motor 2807-1: Dimensions: All physical dimensions shall conform to the Government- provided drawing/specification for the 2807 BLDC motor. CLIN 0002 - Magnet, Motor 2807-2: Dimensions: All physical dimensions shall conform to the Government- provided drawing/specification for the 2807 BLDC motor. 3.4 Quality Assurance: The contractor shall maintain a quality management system to ensure all magnets meet or exceed the specified technical and performance requirements. The Government reserves the right to conduct quality assurance inspections at the contractor’s facility and to perform testing on delivered articles to validate compliance. The contractor shall provide test and conformance data upon request. 3.5 Packaging and Marking: The contractor shall package all magnets in a manner that prevents physical damage, corrosion, and demagnetization during shipment, handling, and storage. All packaging shall be marked in accordance with best commercial practices and shall include, at a minimum, part number, package quantity, and contract number. 3.6 Warranty: The contractor shall provide a minimum one-year warranty on all delivered magnets against any defects in materials, workmanship, and manufacturing. The warranty period shall commence upon the date of final Government acceptance.
