1.0 BASIC INFORMATION
1.1 General Description
The Performance Work Statement (PWS) sets forth the professional services required
to collect information, develop, and update the Integrated Natural Resources
Management Plan (INRMP) for the U.S. Army Garrison Okinawa (USAG Okinawa,
including Torii Station, Naha Military Port (NMP), Kuwae Tank Farms (KTFs) 1-2, and
Chimuwan Tank Farms (CTFs) 1-3.
The contractor shall provide all management, labor, materials, equipment, supplies,
transportation, and incidentals necessary to perform the work outlined in this PWS.
1.2 Criteria, Regulations, and References
All work shall be conducted in accordance with applicable U.S. Federal and
local/prefectural laws and regulations. Regulations and criteria applicable to this project
include, but not limited to, are as follows:
a. Japan Environmental Governing Standards (JEGS), U.S. Forces, Japan,
(latest version).
b. Department of Defense (DoD) Manual 4715.05 Volume 1: Overseas
Environmental Baseline Guidance Document (latest version).
c. Army Regulation (AR) 200-1 Environmental Protection and Enhancement,
(latest version).
d. Act on Conservation of Endangered Species of Wild Fauna and Flora (Act No.
75 of 1992).
e. Act on the Prevention of Adverse Ecological Impacts Caused by Designated
Invasive Alien Species (Act No. 78 of 2004).
