This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 12.
This announcement constitutes the only solicitation. Offers are being requested, and a separate written
solicitation will not be issued.
Solicitation number 75D30126Q79062 is issued as a request for quotation (RFQ) for securing permanent
housing of approximately 130 NHPs and the responsibility for providing them with a safe, compliant,
and humane long-term sanctuary with a limited lead time.
This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and

Contractor shall be paid monthly after submitting an invoice with a one page description of what
services were rendered during the month, e.g., number of trips, number of animals, number of
days in care, etc. (CLINS 0001 – 0004). Contractor shall be paid the final lump sum for the long-
term care (CLIN 0005) once all animals have been transferred to the sanctuary and the shipments
are complete.

II. Statement of Work
Title: Non-Research Long-Term Care facility needed for the enrichment and socialization of Non-Human
Primate colony.
SECTION 1 – BACKGROUND
The Centers for Disease Control and Prevention (CDC) is responsible for the appropriate disposition of its
federally owned nonhuman primates (NHPs). CDC plans to retire a population of rhesus and pigtailed
macaques no longer needed for federal use and requires a sanctuary to accept ownership and
responsibility for providing long-term placement, lifetime care, behavioral rehabilitation, and transport
support.
The work relates to CDC’s broader responsibility for the safe disposition of NHPs and compliance with
federal animal welfare standards.
SUBSECTION A – Definitions
NHP: Nonhuman primates, including Macaca Mulatta (Rhesus Macaque), Macaca nemstrina (Pig-tailed
Macaque).
Sanctuary Contractor: The awarded organization responsible for long-term housing and care.
Intake Exam: Required comprehensive initial evaluation performed at sanctuary arrival.
Quarantine: Contractor operated separation period meeting biosecurity requirements.
GFAS – Global Federation of Animal Sanctuary.
USDA – United States Deparmetn of Agriculture.
APHIS – Animal and Plant Health Inspection Service.
AAALAC – American Association for Accreditation of Laboratory Animal Care.
SECTION 2 – PURPOSE/OBJECTIVE
The purpose of this acquisition is to secure permanent housing of approximately 130 NHPs and the
responsibility for providing them with a safe, compliant, and humane long-term sanctuary with a limited
lead time. The contractor shall implement structured social group formation, behavioral rehabilitation,
provide comprehensive lifetime care, and have sole custody and ownership for each animal. The overall
objective is to ensure the seamless and humane transfer of all CDC animals into naturalistic and enriched
environments that support their physical and behavioral health, within facilities that are compliant with
standards set by the GFAS and that maintain these animals as set by applicable animal welfare regulations
and standards. The facility must be GFAS-accredited and a sanctuary at which no research or breeding
will take place. The facility must not buy, sell, or trade animals or sell animal byproducts. Direct public
contact should be prohibited. The facility shall also provide species-appropriate habitat and enclosure
design that supports the expression of natural behaviors.
As USDA/APHIS licensure is a legal requirement for facilities that exhibit animals to the public, breed, or
conduct research on them, the absence of such licensure will not be regarded as an indicator of deficiency.
Since these animals will be rehomed to a GFAS-accredited sanctuary that does not exhibit, breed, or
conduct research on them, USDA/APHIS licensure and AAALAC accreditation will not be requirements
for selection.
SECTION 3 – SCOPE OF WORK
The scope of work under this contract includes finding a large-scale primate sanctuary with infrastructure,
veterinary capabilities, and behavioral management systems suitable for lifetime placement of laboratory-

reared macaques. The sanctuary shall take full ownership of the NHPs once they are loaded onto transport
at CDC’s loading docks and shall provide full veterinary oversight, including chronic disease
management. The transport of the animals must comply with all relevant state and federal transport
regulations, as well as any weather or temperature limitations that affect the safe movement of the
