PERFORMANCE WORK STATEMENT (PWS) Dry Dock Elevator Dismantle and Package for Disposal for Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) 1.0 BACKGROUND 1.1 The primary mission of Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is to deliver regional maintenance, at the depot and intermediate levels, to keep the surface ships and submarines of our nation's navy "Fit to Fight." As Hawaii’s regional maintenance center, capabilities include excellence in overhauling, repairing, converting, alteration, refurbishing, and decommissioning of Navy vessels. 2.0 OBJECTIVE & SCOPE 2.1 As part of planned infrastructure modernization, PHNSY & IMF seeks a contractor that is qualified to perform the dismantling and packaging for disposal of three (3) legacy dry dock elevators. Two (2) Champion Elevators, model US-10000-FP, which are inclusive of the tower, car, counterweight(s), base and upper platforms, base and upper landings and all peripherals and electrical components. One (1) Industrial Rack and Pinion Elevator, which is inclusive of the tower, car, counterweight(s), base and upper platforms, base and upper landings and all peripherals and electrical components. The schedule of the dismantling and disposal of the elevators shall be determined by a government representative and coordinated with the contractor. The desired result of these services is to clear the dry dock basins to allow PHNSY & IMF to use the spaces more effectively. This equipment removal effort is above and beyond the current resource capacity of PHNYS & IMF’s production shops. 3.0 PERFORMANCE REQUIREMENTS 3.1 The Contractor shall provide all labor, supervision, tools, design, transportation and machinery to remove, dismantle and palletize the dry dock elevators and all associated parts. 3.2 The contractor shall provide one (1) individual as a Project Manager who is responsible for planning, scheduling and managing the execution of all aspects of the work required. 3.3 The contractor shall submit a preliminary Dismantle Plan as part of the Contractor’s proposal and bid submittal. The preliminary plan should include at a minimum: scope of work to be performed, lifting and handling material and equipment to be used, rigging plan showing lift points, rigging equipment used, rigging procedure, lift configuration, center of gravity of load and timeline of work to be performed. 3.4 The contractor shall provide an Environmental Protection Plan (EPP) as part of the Contractor’s proposal and bid submittal. Appendices I and II, in paragraph 12.0, outline the various elements that shall be addressed, including testing the Champion Elevator for the presence of hazardous material, including lead and asbestos, and environmental mitigation efforts, including nuisance dust control and other steps to be taken to minimize or prevent damage to adjoining structures, on-going PHNSY & IMF operations and injury to personnel working in the vicinity. Once accepted by the Government, the EPP shall become an integral part of the requirements of this PWS. 3.5 A preliminary Plan of Action (POA) plan must be submitted prior to commencing. This plan will highlight disassembly plans for the equipment items to be disassembled, relocated, staged and packaged for disposal under this specification during the contract period of performance. The POA shall be submitted in a PDF format within ten (10) business days after the contract is awarded. The POA will be reviewed and approved by the Government. 3.6 When the contract is awarded, the contractor will complete the NAVFAC HI QA/Safety Contractor & DRAFT -- 1 of 7 -- Rigging Crane Entry Package in Appendix IV of paragraph 12.0 and submit to the TPOC and COR within the designated time frame stated. The lifting and handling plan shall include, but is not limited to, the following minimum requirements: a rigging plan, showing the lift points; rigging equipment to be used (including Safe Working Load [SWL]); and rigging procedure; the center of gravity of the lifted load; laydown area; overhead interference(s) and mobile crane hook height requirements. The Contractor must provide any additional technical data, hazard analysis, or site specific details necessary to ensure safe operation beyond the baseline. Lifting and handling operations shall only commence once the Crane Entry Package is reviewed by the Government. NOTE: Rigging items by choking or sweeping using synthetic products is not allowed unless approved by the Government. Tilting of lifted or suspended loads during installation, when it is necessary, shall only be performed using a chain-fall, ratchet hoist or similar equipment, and only done in a controlled manner following government approval. 3.7 Prior to commencing work, the contractor shall meet in conference with the government Technical Point of Contact (TPOC), Contracting Officers Representative (COR) and necessary support personnel to discuss and develop mutual understandings relative to environmental, safety, schedule, security, and waste management. 3.8 The contractor shall provide a Safety Plan and Fall Protection Plan (if applicable) covering all aspects of safety for this project. The safety plan shall be approved by the Government prior to commencement of work. All work performed shall be in accordance with applicable Federal, State of Hawaii and OSHA requirements. Refer to Appendix I for guidance regarding safety. 3.9 The contractor shall provide all lifting and handling equipment (such as cranes, multi-purpose machines, MHE, and construction equipment that may be used as a crane or in a crane like application to lift-suspended loads), rigging equipment, rigging support services, and other support equipment necessary for continuous support and shall provide qualified personnel for safe operation. 3.9.1 Contractors shall have a spill kit at the work area to clean any fluid spills from the Material Handling Equipment (MHE)…
