Description

Statement of Work (SOW) Project Title: Full Demolition of the Bonner House Location: Canaan Valley National Wildlife Refuge 3664 Courtland Road Davis, West Virginia 1. Purpose: The purpose of this project is to fully demolish and remove the Bonner House structure due to its deteriorated condition and the presence of asbestos-containing materials. Removal of the structure will eliminate safety hazards, support refuge management objectives, and prepare the site for future use. 2. Scope of Work: The contractor shall provide all labor, materials, equipment, and services necessary to complete the full demolition and removal of the Bonner House. Work includes, but is not limited to:  Asbestos abatement of potential asbestos-containing materials in accordance with all applicable Federal, State, and local regulations.  Demolition of the existing structure, including but not limited to the foundation, floors, walls, stairs, and roofs.  Lawful disposal of all demolition debris at suitable receiving facilities in compliance with all applicable Federal, State, and local laws.  Disposal of all asbestos-containing materials at an EPA-approved landfill.  Preservation of the existing steel garage and septic system/drain field, which are not included in demolition activities.  Restoration of all disturbed areas within the demolition limits to a smooth grade, followed by seeding and mulching in accordance with project specifications.  Site restoration to a smooth, safe, and graded condition upon completion of debris removal. 3. Contractor Responsibilities:  Conduct demolition and debris removal safely and in compliance with OSHA, EPA, and West Virginia environmental regulations.  Properly handle, remove, transport, and dispose of asbestos-containing materials using licensed abatement professionals. -- 1 of 24 --  Provide a project schedule and maintain communication with the Refuge Project Manager.  Secure the work area to protect staff and visitors.  Supply all necessary equipment, machinery, tools, and personal protective equipment.  Obtain and comply with all required permits. 4. Government Responsibilities:  Provide access to the work site during normal operating hours.  Coordinate and complete disconnection of electrical utilities prior to demolition.  Provide any existing documentation, reports, or known site hazards relevant to demolition planning.  Designate a Project Manager to oversee contractor performance and conduct inspections. 5. Site Conditions:  Asbestos is present throughout portions of the structure. Contractor must follow all applicable abatement, handling, and disposal regulations.  The site is accessible via Courtland Road; conditions may vary depending on weather and season.  The steel garage on the property must remain intact and undisturbed. 6. Deliverables:  Project Schedule and Work Plan (submitted prior to starting work)  Proof of all required permits  Waste disposal manifests, including asbestos disposal documentation  Photographic documentation of pre- and post-demolition conditions  Final report confirming completion of demolition, debris removal, and site restoration 7. Period of Performance: The period of performance begins upon Notice to Proceed and shall be completed within the timeframe specified in the awarded contract (typically 30–60 days, unless otherwise negotiated). -- 2 of 24 -- 8. Inspection and Acceptance: The Refuge Project Manager will inspect work throughout the performance period. Final acceptance will occur only after:  All debris has been removed  Asbestos disposal documentation has been submitted  The site has been restored to the satisfaction of the Refuge Project Manager 9.
