OBJECTIVES The objective of this project is to remove and properly dispose of the existing oil-fired boiler system, associated hydronic piping, hot water circulating pumps, isolation valves, controls in accordance with all applicable UFC, federal, state, and local environmental and safety regulations. The contractor shall furnish, install, test, and commission a new dual fuel oil/natural gas boiler system including all required mechanical, electrical, venting and control components necessary to provide a fully functional and code compliant heating system. Natural Gas hookup shall not be required at this time as there is no service present in the building. 2. BACKGROUND The existing oil-fired boiler has reached the end of its service life and requires replacement. Installation of a new dual fuel boiler (Fuel Oil/Natural Gas) shall allow for the replacement equipment to continue to provide heating services to the affected building, while allowing for the boilers to continue to be utilized at a later date when the building is converted to operate on the natural gas piping utilized in other facilities on the installation. Work shall be performed in an occupied government facility with minimal disruption to daily operations. 3. SPECIFIC REQUIREMENTS The contractor shall prepare and submit complete shop drawings for the new boiler and all associated system components for government review and approval prior to commencement of work. The government will be allotted ten working days to review submitted drawings. In the event the submittal is not approved, the contractor shall revise and submit corrected documents. A new ten working day review period shall begin upon receipt of each resubmittal. Upon written government acceptance of the submittals, the contractor shall proceed with the removal of existing boiler and all associated equipment, including but not limited to pumps, furnaces, controls, and related components. The contractor shall provide written notification to the government’s designated point of contact a minimum of fourteen calendar days prior to initiating and removal activities to allow the government sufficient time to isolate and secure existing gas and water services to the affected area. The contractor shall be responsible for the complete removal and lawful disposal of existing boilers and all associated equipment, piping, and materials generated during the replacement process in accordance with all applicable federal, state, and local regulations. The contractor shall perform a complete system blowdown and all required preparation procedures in accordance with applicable Unified Facilities Criteria (UFC) standards and manufacture recommendations. All activities shall be executed by qualified personnel and shall include proper isolation, controlled discharge, inspection of system components, and verification that the system is safe and ready for subsequent work. The contractor shall provide a temporary dumpster and portable toilet. The contractor shall implement lockout/tagout procedures. Maintain fire prevention and spill containment measures. Provide daily housekeeping and maintain safe access routes. Coordinate utility shutdowns with project manager. The contractor shall provide all labor, supervision, tools, equipment, materials, transportation. Isolate and secure existing boilers, fuel oil, electrical, and water connections. Drain and remove existing oil-fired boilers and associated components. The contractor shall furnish and install a new dual fuel boiler oil/natural gas boiler sized to the existing heating load. Modify and reconnect existing heating distribution piping. Install new isolation valves, hot water circulation pump, motor controllers, fittings, sediment traps, supports, -- 2 of 46 -- Page 3 of 46 and installation as required. Reconnect to existing hydronic heating distribution system. Provide air combustion and new flue/venting system in accordance with local code. Provide electrical power, disconnects, controls, thermostats and safety devices. Integrate boiler controls with existing building systems if applicable. All boiler piping shall be insulated per American Society of Heating (ASHRAE). The contractor shall furnish and install a complete water softening and/or chemical treatment system for the boiler to maintain proper water quality and protect equipment from scale, corrosion, and fouling. The system shall include all required piping, valves, controls, metering equipment, chemical feed components, and accessories necessary for a fully functional installation. The contractor shall coordinate system setup, provide initial chemical charge, perform startup and commissioning, and provide operator training and documentation in accordance with manufacture recommendations and applicable codes and standards. The contractor shall conduct a pressure test on all piping and on the fuel oil systems. Fill, purge, and balance the system. All equipment and systems shall be thoroughly inspected, tested, and verified to be fully operational prior to the Government. The contractor shall ensure that all installed components function in accordance with contract requirements, manufacture specifications, and applicable codes and standards. The contractor shall provide and coordinate in-person training for designated Government personnel for final acceptance. Training shall include, at a minimum, system startup procedures, normal operation, emergency shutdown procedures, preventative maintenance requirements and schedules, and troubleshooting of system and control components. Training shall be conducted by qualified personnel knowledgeable in the installed system.
