Defense Logistics Agency DLA Installation Management Richmond DM-FRIE H Road Parking Renovation P.2026.00432 STATEMENT OF WORK (SOW) -- 1 of 47 -- Page 2 of 47 1. OBJECTIVES The objective of this project is to renovate and remove the parking infrastructure along H Road on the Defense Supply Center Richmond (DSCR) installation. This will be achieved by removing the existing parallel and perpendicular parking areas and replacing the impermeable asphalt with grass. The work will enhance site safety and improve traffic flow. 2. BACKGROUND DSCR serves as a critical logistics hub supporting the operational readiness of the U.S. military. H Road serves as one of the base’s main avenues of travel. Currently the parking areas have degraded over years of use and with the completion of B46 and near completion of B47, pedestrians crossing this road have no designated crosswalk and impede traffic while crossing. Addressing these issues is essential to maintaining DSCR’s safety concerns for personnel and ensuring compliance with Department of Defense’s infrastructure standards as well as improving traffic conditions along H Road. 3. SPECIFIC REQUIREMENTS The contractor shall Pavement Removal and Running Path Sub-Base  Pavement Removal; Sawcut and remove the existing pavement area currently designated as parking along the entirety of H Road. This includes approximately 2,700 linear feet of sawcutting (three total cuts) and the removal of approximately 37,500 square feet of pavement. Retain approximately 6’ wide pavement section to use as running path system sub-base layer.  Debris Disposal; All excess removed pavement and construction debris not designated for reuse shall be properly disposed of in accordance with Department of War (DoW) and Virginia state and DEQ regulations. The contractor is responsible for tracking all Construction & Demolition (C&D) waste as per Attachment 3, Part 10 and Attachment 8.  Grading: Use proper fill material to match the existing grade in the approximately four cut- ins along the existing berm/hill. Pour-In-Place Rubber Running Path System  General: Furnish all labor, materials, and equipment necessary to install a complete, pour- in-place, black rubber running path system from the West edge of H-Road to the East end, designed to integrate with the existing sidewalk.  Sub-Base Layer: Existing pavement sections as described above.  Primer/Adhesion Coating: A polyurethane-based adhesive primer to ensure a permanent bond between the asphalt and the cushion layer.  Cushion Layer: A mix of SBR (Styrene Butadiene Rubber) granules and a polyurethane binder, installed at a minimum thickness of 5/8”.  Pore Sealer: A layer of polyurethane compound squeegeed over the SBR base to create an impermeable, sealed surface. -- 2 of 47 -- Page 3 of 47  Wear Layer: A flood coat of polyurethane binder mixed with fine EPDM (Ethylene Propylene Diene Monomer) rubber granules, installed at a minimum thickness of 3/16”. The color shall be black to match the existing running path aesthetic.  Centerline: Install a white dashed centerline in the new running path to match the existing aesthetic. Roadway Milling and Asphalt Resurfacing  Site Verification: Prior to commencing work, the contractor shall perform a site survey to confirm existing roadway conditions, including cross-slope, crowns, and drainage flow paths. The final design must account for these conditions.  Stormwater Drainage: Ensure a minimum 2% grade across all surfaces to guarantee positive sheet flow drainage. The contractor must verify the flow direction; while southern flow is anticipated, the design must accommodate any areas found to flow North to the appropriate drainage inlets.  Asphalt Milling: Mill the existing asphalt pavement surface to a nominal depth of 2”. The milling machine must be equipped with automatic grade and slope controls to produce a uniform, textured surface.  Transitions: Create smooth, tapered transitions (butt joints) at the project limits and at all intersecting roadways and driveways.  Tack Coat: Apply a tack coat between the milled surface and the new asphalt layer in accordance with VDOT specifications to ensure proper bonding. Contractor shall take preventative measures to ensure tack coat and asphalt materials are not tracked onto adjacent road surfaces.  Asphalt Surface Course: The new roadway surface course shall be VDOT mix SM-9.5A, placed at the VDOT-recommended thickness.  The contractor shall coordinate with the FRIE Project Manager regarding the final disposition of asphalt millings prior to removal from the site.  If directed by the FRIE Project Manager, the contractor shall transport and stockpile the millings at a designated on-site location. Otherwise, the contractor shall load, haul, and legally dispose of all millings off-site.  Valve Boxes: Raise existing valve box sleeves in order to ensure valve box covers are flush with new pavement surface.  Re-stripe roadway with permanent pavement thermoplastic markings to match the approved striping plan. Site Management and Project Execution  Construction Phasing & Traffic Management: The contractor shall develop and submit a detailed Construction Phasing and Traffic Management Plan for approval by the FRIE Project Manager. The plan must prioritize the safety and minimal disruption to base -- 3 of 47 -- Page 4 of 47 personnel. It is anticipated that the road will remain open with one-lane access throughout construction; the phasing plan and cost estimate must reflect this requirement.  Haul Route: A haul route will be designated pending the decision on millings disposal and access through the North Gate.  Utility Protection: All existing utilities are to remain undamaged and fully functional for the duration of the project.  Site Restoration: Backfill the area of removed asphalt with topsoil and grade as described above. The new topsoil is to be covered with hydroseed. The contractor is responsible for grass re-seed
