Synopsis QA
1. Will local subcontracting be permitted and/or encouraged for this
requirement? Yes, subcontracting is permitted and encouraged.
However, as an 8(a) set-aside, the prime contractor must comply with
all applicable FAR clauses, specifically FAR 52.219-14, Limitations on
Subcontracting, ensuring that the required percentage of work (e.g., at
least 50% of personnel costs) is performed by the prime contractor.
2. Is the Government able to provide estimated square footage and
building counts by AFCOLS category (Prestige, Basic, Academic, Special
Requirements)? Please see Custodial Floor Plan.
3. Are cleaning frequencies and service levels expected to remain
generally consistent with the current contract, or should offerors
anticipate material changes in the updated PWS? Offerors must base
their proposals strictly on the requirements outlined in the forthcoming
Performance Work Statement (PWS). While some historical similarities
may exist, the Government reserves the right to update service levels,
frequencies, and requirements to meet current mission needs. Please
review the new PWS thoroughly once released.
4. Will the contractor be required to furnish all restroom consumables
(soap, paper products), or will any items be Government-furnished? The
contractor will be required to furnish all equipment, materials, and
restroom consumables (e.g., soap, paper towels, toilet tissue)
necessary to perform the work, unless explicitly listed in the
Government Furnished Property (GFP) section of the forthcoming
solicitation.
5. Are services anticipated to be performed during standard duty hours
only, or will after-hours / weekend coverage be required for certain
facilities: While a majority of services may be performed during
standard duty hours, after-hours, weekend, or federal holiday coverage

will be required for specific facilities to minimize mission disruption
(e.g. CDC).
6. Is any incumbent contract performance information available for
reference (e.g., staffing model, AFCOLS distribution, or lessons
learned)? Offerors are expected to develop and propose their own
innovative staffing models and technical approaches based solely on
the workload data and requirements detailed in the new PWS.
