1 PERFORMANCE WORK STATEMENT/STATEMENT OF WORK NCTS SICILY EMERGENCY GENERATOR #5 OUTPUT CIRCUIT BREAKER Acquisition 1.0 INTRODUCTION: NCTS Sicily executes continuous operations to ensure access and superiority within the electromagnetic (EM) and cyberspace domains for U.S, NATO, and coalition forces operating in the U.S. European Command (EUCOM), U.S. Africa Command (AFRICOM), and U.S. Central Command (CENTCOM) areas of responsibility. 2.0 BACKGROUND: Commander, Navy Information Forces (COMNAVIFOR) has ultimate ownership of standalone non-structural mission support equipment, which can include generators; UPS Systems; heating, ventilation and air conditioning (HVAC) and other critical electrical and mechanical systems that support the COMNAVIFOR mission. The services provided by the contractor are a requirement for continuous operation of the site providing backup power via emergency generator to NCTS Sicily mission. 3.0 SCOPE OF WORK: 3.1 This PWS defines the requirements for a contractor to provide a functional 2500amp Eaton/Cutler Hammer 3-pole circuit breaker (CB) connected to Generator #5 at Naval Computer and Telecommunications Station (NCTS) Sicily, NAS II Sigonella and provide shipping to the location. 3.1.1 Performance Objectives: 3.1.1.1 Provide exact brand, Part and specification part 3.1.1.2 Provide Cost including shipping to the location. 3.1.2 The Contractor shall perform the following tasks: 3.1.2.1 Thoroughly inspect the new 2500-amp Eaton/Cutler Hammer circuit breaker before shipping it to the below mentioned location. 3.1.2.2 Provide the cost for shipping overseas. 3.2 Location of Performance 3.2.1 The site address for shipping is an OCONUS location and is as follows: NCTS SICILY N68893 BLDG 452 STRADA STATALE 417 CATANIA GELA SIGONELLA, ITALY IT 95040 Primary POC: ENS Max Vargo Email: nctsn43facilities_emergencypower@us.navy.mil -- 1 of 3 -- 2 Tel: 011-39-095-86-2413 Cell: +1 (919) 302-9541 Secondary POC for Logistics: LS1 Rio Wood rio.a.wood.mil@us.navy.mil COMM: 011-39-095-86-6237 DSN:314-624-6036 3.3 Proposed Period of Performance 3.3.1 The Period of Performance for this contract is: 3.3.1.1 Immediately after award. 3.4 Location Work Hours 3.4.1 The working hours is 0700 – 1600, Monday through Friday, except for federal holidays. 3.5 Details of Required Services 3.5.1 Breaker Information: Eaton Cutler-Hammer Magnum DS MDSC253WEA Low Voltage Power CB CAT# MDSC253WEA25MTCNAA6Y HNNAX 3.6 Government Furnished Material: 3.6.1 None 3.7 Contractor Furnished Material: 3.7.1 All labor, materials, tools, and equipment necessary to perform the required tasks. 3.7.2 All replacement parts required to repair the circuit breaker, anticipating all likely failure scenarios. 4.0 APPLICABLE DOCUMENTS 4.1 Instructions, regulations, and OEM manuals. 4.1.1 COMNAVIFOR 11311.1 5.0 Qualifications/Certifications N/A 6.0 QUALITY CONTROL SURVEILLANCE PLAN (QASP) 6.1 Contractor Quality Control methods -- 2 of 3 -- 3 6.1.1 The contractor will provide a written report with shipped equipment. 6.2 Government Quality Assurance 6.2.1 The performance and quality of work delivered by the contractor, including delivery services rendered and any documentation or written material compiled shall be subject to inspection, review, and acceptance by the Government. 7.0 CANCELLATION/OTHER CONDITIONS 7.1 This contract may be cancelled in whole or in part with a 30-day written notice from the Contracting Officer. If this tasking is cancelled, the U.S. Government shall be liable only for payment of services received before the effective date of the termination. 7.2 The contractor must be aware of contingencies.
