Description of Services. The Contractor shall provide all labor, transportation, materials, equipment, tools, supplies and supervision, and other items and non-personal services necessary to perform all operations required for water damage restoration (extraction, debris removal, dry-out, clean, sanitize, deodorize, anti-microbial treatments, etc.) in identified interior areas. Restoration services will be required for the cleaning of all office furnishings, floors, interior building walls, modular furniture walls, etc. including all items affected by different categories of water related emergencies, whether it be clear water (Category 1), grey water (contain physical, biological, or chemical pollutants-Category 2), or black water (sewage-Category 3) in identified areas, at Edwards Air Force Base (Edwards AFB), Air Force Research Laboratory (AFRL), and Air Force Plant 42 (AFP42). Proper testing by the contractor may be required for documentation of spills and to ensure proper cleaning techniques are performed. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS. Structure and building equipment repairs along with replacement of flooring are the responsibility of the government. No repairs to buildings, structural equipment, furniture, furnishings will be made during the performance requirements of this contract. Removal of flooring may be required at times. Building material removal, and disposal of materials affected / contaminated by water, sewage/black water, mold, or other liquid contaminants that cannot be dried, cleaned, sanitized, or disinfected in place, that will create a hazardous or unhealthy environment, further damage property if left untreated, or is blocking access to remove trapped water, may be required at times; such as drywall, plywood, paneling, tile, wallpaper, insulation, ceiling tiles, baseboards, molding, and other damaged/contaminated associated construction materials. Under no circumstances will asbestos, exterior walls, any structural item, material supporting structural integrity or affecting building security be modified, disturbed or removed. Notifications made for services constitute urgency and require immediate service due to wet, or unsanitary conditions that threaten to further damage property and create an unhealthy and disruptive workplace, hindering operations and the mission. The contractor shall be responsible for all moving, lifting, disassembling/reassembling, blocking/padding, removal and return to original location for all affected existing furniture and furnishings as required. Work shall be performed in such a manner as to cause minimal disruption to the regular routine of the occupants in the area. Care shall be taken to minimize the spread of dust, debris and airborne particles. All work shall be accomplished in accordance with (IAW) industry standards, commonly accepted commercial practices, and Unified Facilities Guide Specification (UFGS 09 68 00). All hazardous waste materials shall be removed from the work site, transported and disposed of at an authorized off-base location, all hazardous waste services (CAT 2 & 3) shall be performed in a manner that complies with all current Federal, State of California, Kern and Los Angeles (LA) Counties, Environmental Protection Agency (EPA), local laws and regulations and guidance. 1.1. Basic Services. The Contractor shall report within the response times identified in paragraph 1.3 to the Government Project Manager (GPM) /Contracting Officer Representative (COR) and identified work location, assess the restoration requirements and provide a complete written estimate of cost for services necessary to restore the identified areas and furnishings back to pre-loss condition. The estimate shall include all labor hours and support products needed to complete the services required, date of the service call, location (building number) and all support documentation required to be performed. The estimate shall be on company letterhead or company forms. No action or -- 4 of 22 -- Page 5 of 22 services shall commence until estimate written approval is granted by the GPM/COR or Contracting Officer (CO). 1.2. Work Hours. This is unscheduled work and required for emergency situations,
