1 Specification Document for Engineering Lab Test Equipment for Command, Control, Communications, Computer, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Line Replaceable Unit (LRU) Testing and Diagnostics at Tobyhanna Army Depot (TYAD) PART 1 — GENERAL INFORMATION 1. Description of Equipment This contract is to provide a suite of test equipment and workstations to establish a C5ISR LRU repair center consisting of the following: two (2) network analyzers, four (4) signal generators, eight (8) oscilloscopes, 10 digital multimeters, four (4) power meters, five (5) power sensors, three (3) high voltage probes, six (6) function generators, 11 power supplies, six (6) electronic loads, five (5) spectrum analyzers, three (3) power amplifiers, one (1) infrared thermometer, one (1) test set, one (1) test set controller, one (1) test set FPGA board, one (1) test set I/O board, one (1) test set GPIB board, one (1) test set transceiver board, two (2) test software suites, one (1) FPGA development suite, three (3) cables, one (1) amplifier, one (1) software defined radio (SDR), one (1) phased array, two (2) interface devices, three (3) frequency converters, nine (9) test lead kits, one (1) coaxial adapter kit, one (1) attenuator kit, two (2) laptop computers, two (2) network switches, 34 network cables, two (2) powered USB hubs, one (1) VNA calibration kit, four (4) surface mount soldering stations, four (4) low profile IR pre- heaters, four (4) microscopes, and 20 workbenches. The Contractor shall supply and deliver all necessary hardware and software items to enable these testing and diagnostic operations. 1.1 Background TYAD possesses and utilizes electronic test equipment to troubleshoot, test, and calibrate LRUs as part of its C5ISR support mission. To modernize existing capabilities in support of emerging requirements, TYAD requires test, measurement, and diagnostic equipment (TMDE). The equipment and software delivered on this contract will strengthen existing diagnostic capabilities to repair advanced and emerging C5ISR equipment. 1.2 Scope The Contractor shall perform to the standards and acceptable quality levels identified in this specification document and associated contract documents. Specifically, the Contractor shall: • Deliver a fully functional set of equipment, including: -- 1 of 59 -- 2 • Two (2) network analyzers with the following specifications: • Form Factor: Benchtop unit with integrated multi-touch sensitive display. • Test Ports: Two (2) ruggedized 3.5 mm (male) connectors, 50-ohm impedance. • Data Security: Must utilize a removable Solid-State Drive (SSD) architecture to allow for physical removal and securing of classified or sensitive measurement data. Must include at least one (1) spare/additional SSD. • Hardware Interfaces: Must include LAN (Gbit), USB 3.0/3.1, and specialized external Pulse/I-O adapters for synchronization with external hardware. • Power Sensors: Must include direct USB power sensors covering up to 18 GHz and up to 33 GHz to support precise power calibration and leveled measurements directly from the VNA interface. • Frequency Range: 10 MHz to 26.5 GHz (Continuous sweep) • Configurable Test Set: Must include front-panel access loops for source and receiver paths to allow insertion of external signal conditioning. • Pulsed-RF Hardware: Must include integrated internal pulse modulators on the stimulus source for generating narrow RF pulses. • Advanced Pulsed-RF Software: Must include built-in measurement software capable of point-in-pulse and pulse-profile measurements without requiring an external PC controller. • Mixer/Converter Analysis: Must include software capable of making both scalar and vector measurements of frequency-translating devices (e.g., measuring conversion loss, phase, and group delay). • Measurement Automation: Must include an integrated software environment that provides intelligent setup assistance and dynamic test sequencing for complex multiport/multistage device measurements. • Calibration Standards: Must include a commercial calibration certificate accompanied by complete measurement test data verifying the instrument meets all published specifications out-of- the-box. • Includes (2) flexible 10 ft phase stable cables • Warranty: Minimum 3-year manufacturer's warranty. • Suggested part number: Keysight N5222B-201 with options 021, UK6, S93026B, S93083B, S94601B, N1966A, N5222B-SSD, U8485A/U8485A-100, U2000A-301, U2000A-100 • One (1) signal generator with the following specifications: -- 2 of 59 -- 3 • Form Factor: Benchtop unit with an integrated, high-resolution multi-touch display. • RF Output: Ruggedized 3.5 mm (male) connector, 50-ohm impedance. • Software Architecture: Must support running advanced signal generation applications embedded natively on the instrument's interface, avoiding the need for a separate external PC controller. • Frequency range: 9kHz to 20GHz • Phase Noise: Must include hardware architecture specifically optimized for low phase noise (equivalent to Opt ST5) to ensure high signal purity for sensitive receiver testing. • RF Modulation Bandwidth: Internal baseband generator must support a minimum of 500 MHz of RF modulation bandwidth. • Playback Memory: Baseband generator must include at least 512 MSa of memory for extended waveform playback. • Hardware Pulse Modulation: Must include high-performance internal hardware for pulse modulation capabilities (equivalent to Opt PMR). • Embedded Analog Modulation: Must include embedded software (equivalent to N7642APPC) capable of generating IQ-based AM, FM, and Phase Modulation directly via the instrument's touch GUI. • Embedded Custom Modulation: Must include embedded software (equivalent to N7608APPC) capable of defining custom multi-tone, digital, and custom OFDM signals directly on the instrument interface. • Calibration Standards: Must include a commercial calibration certificate accompanied by complete measurement test data verifying t
