Statement of Work (SOW): Enterprise Session Initiation Protocol (SIP) Trunking Services 1.0 INTRODUCTION This Statement of Work (SOW) defines the requirements for the provision, activation, and sustainment of Enterprise Session Initiation Protocol (SIP) trunking services. These services will connect the Naval Surface Warfare Center, Port Hueneme Division’s (NSWCPHD) internal Voice over IP (VoIP) infrastructure to the Public Switched Telephone Network (PSTN). The contractor shall deliver a fully operational, reliable, and continuously available SIP service to support mission-critical communications and ensure the seamless porting of all existing government telephone numbers, including legacy Centrex lines tied to life safety systems (LFS). 2.0 OBJECTIVE The contractor shall deliver and maintain a fully operational SIP trunking service that: Install and Configure during a dedicated 90-day Phase-In period to account for Local Number Portability (LNP) processing. Achieve Full Operational Capability (FOC), including the successful porting of all existing telephone numbers, no later than November 30, 2026. Meets or exceeds performance and availability thresholds. Provides continuous 24/7 service with defined support response times. Ensures zero disruption to inbound and outbound calling during the transition from the incumbent provider. 3.0 SCOPE OF WORK 3.1 Required OutcomeProvide a complete, end-to-end SIP trunking solution that includes: Local Number Portability (LNP) project management and phase-in execution. SIP Trunk provisioning and activation over a dedicated private network/VPN. Continuous service delivery and maintenance. Qualified and certified technical support. 3.2 Technical Requirements Requirement Performance Standard Service Type Enterprise Session Initiation Protocol (SIP) Trunking Network Connectivity / Transport All SIP traffic must traverse a dedicated Virtual Private Network (VPN) or private circuit (e.g., MPLS). Voice traffic must NOT traverse the public internet (i.e., no Over-The-Top SIP). Concurrent Call Capacity 400 minimum, with burstable capacity available Telephone Numbers Direct Inward Dial (DIDs) Support for 4,000+ ported DIDs Centrex / Legacy Analog Lines (Life, Fire and Safety) Provide and maintain 75 lines dedicated for Life, Fire, and Safety (LFS) systems, specifically 34 building fire alarm auto-dialer panels. The proposed solution (whether direct POTS or SIP-to-analog conversion) MUST be fully compliant with current NFPA 72 requirements, DoD UFC standards, and maintain dedicated power backup ensuring 100% failover and supervisory availability. Interoperability Must be certified interoperable with major IP-PBX platforms (e.g., Cisco CUCM, Avaya Aura). Vendor must provide a list. Security SIP over TLS (signaling) and SRTP (media) required Calling Services (Base) Unlimited inbound calling and local outbound calling. Calling Services (Usage-Based) Domestic Long-Distance and International outbound calling. Usage will be billed in arrears based on per-minute rates against established Not-To-Exceed (NTE) limits. E911 Compliance & Integration Capable of routing calls to the correct Public Safety Answering Point (PSAP). The Vendor MUST integrate with the Government's existing Call Manager Emergency Responder system to process dynamic location updates (e.g., Emergency Location Identification Numbers [ELIN] or PIDF-LO) and ensure accurate E911 call routing for all endpoints.  3.3 Transition & Activation (90-Day Phase-In)The contractor shall utilize the 90-day Phase-In period to: Establish, test, and verify the dedicated VPN/private network connection between the vendor's core network and the Government's demarcation point. Manage the complete, end-to-end Local Number Portability (LNP) process for all numbers listed in Government-Furnished Information (GFI), including the migration or conversion of all 75 existing Centrex LFS lines. Coordinate with the incumbent carrier to ensure a smooth transition with no service interruption. Define the network demarcation point for handoff to the Government network. Provide detailed technical interconnection specifications. Acceptance Criteria: Successful establishment and Government testing of the dedicated VPN/private network. Successful porting of all telephone numbers (including SIP DIDs and Centrex lines) by the end of the Phase-In period (November 30, 2026). Verified inbound/outbound calling on all ported numbers. Verified operational status and successful test signals received by the central dispatch station for all 34 fire alarm auto-dialer panels. Testing must be coordinated with and accepted by the Base Fire Department / Fire Protection Engineer (FPE). Verified end-to-end testing of the Government’s Emergency Responder system integration, proving successful dynamic location delivery to the correct PSAP. 3.4 Government-Furnished Information (GFI)The Government will provide: A complete list of all telephone numbers to be ported, including the existing 75 Centrex numbers and auto-dial fire alarm panel information list. Technical details of the Government's IP-PBX/Call Manager platform. Technical details and configuration parameters for the Government's Emergency Responder platform. Designated technical points of contact. 3.5 Government Point of Contact (POC) Primary POC: [To Be Determined by Government] Alternate POC: [To Be Determined by Government] 4.0 SERVICE LEVEL AGREEMENT (SLA) Metric Requirement Uptime ≥ 99.99% monthly Outage Response Time ≤ 15 Minutes Mean Time to Repair (MTTR) ≤ 4 hours Business Continuity Automatic rerouting of inbound calls to a designated alternate site upon primary site failure.
