1. BACKGROUND
The U.S. International Development Finance Corporation (DFC) is the U.S. Government’s
Development Finance Institution. DFC partners with the private sector to mobilize capital for
strategic investments worldwide that foster economic development, support U.S. interests, and
deliver returns to American taxpayers. Launched in 2019, DFC helps to advance U.S. foreign
policy by supporting projects that promote economic stability, protect sovereignty, and ensure
transparency. DFC investments adhere to high U.S. business standards and respect the
environment, human rights, and internationally recognized worker rights. Projects financed by
DFC support are subject to a comprehensive environmental and social (E&S) review process,
including screening, due diligence, specialized reviews, clearances, and monitoring.
The DFC Office of Development Policy (ODP) seeks to establish an Indefinite Delivery,
Indefinite Quantity (IDIQ) contract with a qualified E&S consulting firm (the Contractor) to
provide on-demand environmental and social advisory services to support the E&S Risk
Management Team across all types of transactions including debt, equity, political risk
insurance and financial intermediaries. While this IDIQ is primarily being established in support
of ODPs mission, other departments within DFC may require use of this IDIQ to fill contractual
needs within the scope of this IDIQ. The IDIQ establishes access to future Task Orders, each of
which will define assignment-specific scope, deliverables, hours, and any special requirements,
further defined below.
Assignments will be time-sensitive and may require a broad range of specific technical expertise
aligned with issues elaborated by the International Finance Corporation (IFC) Performance
Standards.[1]1 Support may address multiple E&S topics, occur at various stages of projects’
lifecycles, and be provided on a project-by-project basis. The Contractor will work under DFC
direction and in response to Task Orders to support assessment of alignment with the 2024
DFC Environmental and Social Policy and Procedures (ESPP),[2]2 the International Finance
Corporation (IFC) Performance Standards (2012), relevant international good practices, and
applicable U.S. Government requirements. The Contractor must have access to a range of E&S
subject-matter experts able to support thematic E&S issues across different sectors, as
described in Section 2. Task Orders may require rapid mobilization and concurrent support
across multiple assignments, with timing and response expectations specified at the Task Order
level.
In addition to desk-based work, support may include participation in site visits that require
domestic or international travel (refer to Section 10 for travel provisions).
2. CONTRACT TYPE
This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract under which Task Orders may
be issued on a Labor Hour and/or Firm Fixed Price (FFP) basis. The IDIQ proposal should
demonstrate firm-wide capability to support the full SOW, while specific staffing and level of
effort will be proposed at the Task Order level. The specific contract type applicable to each
Task Order will be identified in the individual Task Order.
3. SCOPE OF WORK
ODP requires a Contractor to provide technical assistance in accordance with the Applicable
Standards.
