(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in
accordance with Revolutionary FAR Overhaul (RFO) part 12. This announcement constitutes the only
solicitation; Offers are being requested and a separate written solicitation will not be issued.
(ii) Solicitation Number W912K6-26-Q1C42 is issued as a request for quotation (RFQ). The Contractor
shall prepare On-site Industrial Hygiene (IH) Field Survey Services including but not limited to Laboratory
Analytical Services, and Technical Reports of Findings and Recommendations. The contract type will be a
Firm-Fixed-Price (FFP) vehicle with a 12-month period of performance.
(iii) RFQ Solicitation Number W912K6-26-Q1C42 and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular (FAC) 2026-01, dated 13 March 2026.
(iv) Core Task Areas:
Task 1: Planning and Scheduling:
The contractor shall coordinate directly with the ARNG Region Northeast IH Office and
designate MDARNG Facility Managers to plan and establish a master survey schedule within
thirty (30) days of contract award.
Surveys must be systematically scheduled to minimize disruption to military operations and
training cycles.

Task 2: Performing IH On-Site Field Surveys:
Conduct comprehensive qualitative and quantitative exposure assessments, including but
not limited to:
Chemical Hazards: Airborne metals (such as lead at indoor/outdoor firing ranges and
maintenance bays), hexavalent chromium (welding), crystalline silica, organic solvents,
and respirable particulates.
Physical Hazards: Continuous and impulse noise monitoring, personal noise dosimetry
for maintenance/flight personnel, illumination surveys, indoor air quality (IAQ)
parameters, and thermal stress evaluations.
Engineering Controls Evaluation: Perform ventilation system testing (e.g., face
velocity measurements on local exhaust hoods, paint spray booths, and vehicle exhaust
extraction systems) in accordance with ACGIH guidelines.
Utilize calibrated, standard-compliant IH sampling instrumentation. The contractor shall
maintain calibration logs for all equipment used.
Task 3: Laboratory Sample Analysis:
Ship and analyze all collected samples (wipe, bulk, and air media) via a laboratory
accredited by the American Industrial Hygiene Association Laboratory Accreditation
Programs (AIHA-LAP, LLC).
Task 4: Technical Reporting:
Generate detailed, technically sound draft and final IH survey reports.
Reports must include: executive summaries, process descriptions, field observation
details, sampling methodologies, raw and statistically analyzed exposure data, direct
comparison of results to regulatory standards (OSHA PELs, ACGIH TLVs, and DoD
Occupational Exposure Limits), and clear, prioritized recommendations based on the
Hierarchy of Controls (engineering, administrative, and Personal Protective Equipment).
All final reports must be reviewed and signed off by a Board-Certified Industrial
Hygienist (CIH).
(v) Service Schedule & Locations:
Services are required immediately and will cover a 12-month period.
On-site work will occur at various MDARNG facilities, including but not limited to:
Camp Fretterd Military Reservation (Reisterstown, MD).
Havre de Grace Military Reservation (Havre de Grace, MD)

once a year.
Place of Performance: Various MDARNG facilities throughout the state of Maryland.
FOB Point: Destination.
Acceptance: Final acceptance of all technical reports and services will be performed by the
government representative and/or contracting officer representative (COR).
(vi) CLIN Structure: Contractor “shall” submit the quote in accordance with CLIN structure.
