SOUTHWEST REGIONAL MAINTENANCE CENTER (SWRMC) STATEMENT OF WORK (SOW) EXTREME OWNERSHIP MUSTER LEADERSHIP CONFERENCE 1. Background Southwest Regional Maintenance Center (SWRMC), Waterfront Operations Department (Code 300), requires advanced leadership development training to strengthen leadership effectiveness, accountability, communication, decision-making, and organizational performance. The Extreme Ownership MUSTER Leadership Conference, hosted by Echelon Front, provides proven leadership principles and practical application techniques designed to improve team performance and mission execution. 2. Scope Echelon Front, LLC shall provide registration and attendance for twenty-two (22) SWRMC personnel at the Extreme Ownership MUSTER Leadership Conference in San Diego, California. The conference is a two-day leadership development event focused on leadership principles, accountability, organizational effectiveness, strategic execution, and team performance. 3. Training Requirements The contractor shall provide conference attendance, instructional materials, leadership development content, and associated attendee resources. Training topics shall include, but are not limited to: • Extreme Ownership leadership principles • Combat Leadership lessons applied to business and government organizations • Cover and Move • Simple • Prioritize and Execute • Decentralized Command • Discipline Equals Freedom • Accountability and ownership • Leadership under pressure • Strategic and tactical planning • Team communication and trust building • Delegation and decentralized leadership • Leadership assessments and self-evaluations • Leadership challenges and problem solving • Organizational culture development • Leadership implementation techniques • Iterative decision making • Relationship building and influence • Mission alignment and execution -- 1 of 2 -- 3.1 Conference Deliverables The contractor shall provide each participant with conference materials, including the Extreme Ownership MUSTER Workbook, leadership assessments, training exercises, networking opportunities, and associated conference resources. 3.2 Conference Format Training shall consist of keynote presentations, instructor-led discussions, practical leadership exercises, small-group activities, leadership assessments, and question-and- answer sessions with Echelon Front instructors. 3.3 Instructors Conference instruction shall be provided by Echelon Front leadership instructors, including former military leaders and executive leadership trainers with expertise in leadership development and organizational performance. 4. Quantity The contractor shall provide twenty-two (22) conference registrations/seats for SWRMC personnel. 5. Place of Performance The Extreme Ownership MUSTER Leadership Conference shall be conducted in San Diego, California, at the venue designated by Echelon Front: Gaylord Pacific Resort & Convention Center. 6. Period of Performance The period of performance shall coincide with the scheduled 2026 Extreme Ownership MUSTER conference dates for the purchased registrations: 8 July 2026 to 10 July 2026. 7.
