REQUIRED SUBMISSION DOCUMENTS

TECHNICAL EVALUATION – BEST VALUE
1. BEST VALUE TRADEOFF – PRICE FIRST
This acquisition uses a Best Value Tradeoff method in which price is the primary factor.
After ranking quotes from lowest to highest price, the Government will evaluate:

2. Technical Acceptability (Pass/Fail)
Technical acceptability will be evaluated on a Pass/Fail basis. To receive a “Pass,” the offeror must:
• Demonstrate qualification as an ADEC-qualified environmental professional under 18 AAC 75.33.
Demonstrate personnel conducting asbestos inspections are certified by the State of Alaska.
• Demonstrate personnel conducting lead inspections are licensed by the State of Alaska
• Provide documentation of relevant experience performing asbestos, lead-based paint, PCB, and
hazardous material surveys
• Confirm the ability to perform all tasks required in the Statement of Work
• Confirm the ability to complete all work by August 15, 2026.
Confirm the ability to perform work in remote Alaskan areas, including remote-site logistics.
Failure to provide required technical information or meet all Pass/Fail criteria will result in a rating of
“Fail” and removal from further consideration.
