Performance Work Statement Sheep Island Characterization Contaminated Soils Removal and Groundwater Investigation Kodiak NWR Page 1 KODIAK N ATIONAL WILDLIFE R EFUGE (NWR) C HARACTERIZATION & CLEANUP FOR SHEEP ISLAND BOAT MAINTENANCE FACILITY P ERFORMANCE WORK STATEMENT Revised February 13, 2026 U.S. FISH AND WILDLIFE S ERVICE LEGACY R EGION 7 ALASKA -- 1 of 19 -- Performance Work Statement Sheep Island Characterization Contaminated Soils Removal and Groundwater Investigation Kodiak NWR Page 2 GENERAL BACKGROUND: The Sheep Island Boat Maintenance Facility site is located on the northeast beach of Sheep Island, in Uganik Bay, in Kodiak. A cannery, along with a boat maintenance facility, were constructed during the late 1950’s or early 1960’s. The cannery went bankrupt in 1991 and abandoned the boat maintenance facility. An inspection of the abandoned facility revealed heavily stained soil over an area roughly 500 square feet in size. Samples collected from the stained areas in August of 1996 revealed DRO up to 41,000 mg/kg and RRO up to 120,000 mg/kg. It was determined that in-situ remediation was the best option for the stained area. In 1999, after tilling the soil and adding fertilizer, two composite soil samples were collected from 0 to 6 inches below ground surface (bgs) and 6 to 12 inches bgs, respectively. The composite sample collected from 0 to 6 inches bgs exhibited levels of DRO up to 20,000 mg/kg and RRO up to 52,000 mg/kg. The composite sample collected from 6 to 12 inches bgs exhibited levels of DRO up to 11,000 mg/kg and RRO up to 28,000 mg/kg. A follow-up evaluation of the site was conducted on June 20, 2019 by BGES. The soil boring samples were taken a 1 bgs and 2 bgs at nine (9) locations of the land farm site. All samples were below the DEC level for DRO of 230 mg/kg except for two (2) samples that were at 248 mg/kg and 302 mg/kg. BGES site visit on June 20, 2019, also documented several broken lead marine batteries on the north and south beach. Only one site was sampled for lead. The total lead concentration was 6,800 kg, which exceeded the ADEC criteria of 400 mg/kg, The sample was analyzed for TCLP to determine the leachability of lead from the soil sample. TCLP for lead was 301mg/l, which exceeds the federal hazardous waste criterion of 5 mg/l. Previous reports for the USFWS Sheep Island Boat Maintenance Facility shall be reviewed and used. SPECIAL CONDITIONS: Sheep Island is a remote island facility with absolutely no known amenities. All supplies and equipment necessary to perform this site survey/soil sampling must be transported to the site. The transportation plan to get to the island shall be coordinated through the Contracting Officer. The Contractor is responsible for all permits, Alaska Department of Environmental Conservation (ADEC) coordination, work plans, coordination with the Refuge, and contingencies. Current property and adjoining property conditions will be documented that involve the use, treatment, storage, disposal or generation of petroleum products. Should these conditions be identified, the appropriate information will be collected, including storage tanks, odors, stained soil or pavement, stressed vegetation, pools of liquids, drums, unidentified containers, electric or hydraulic equipment, wastewater, solid waste, wells or septic systems. In addition, any indication of similar conditions from past use of the property will be recorded. Visual and physical geologic, hydro geologic, hydrologic and topographic characteristics of the property and adjoining properties will be noted for the potential of migration of contaminants. As appropriate, additional site visit information shall include as applicable, a general description of the structures, roads, potable water supply, and sewage disposal system. Interviews with government officials shall be conducted in person, by telephone, or in writing. The contractor shall identify the key site manager who has a good knowledge of the uses and physical characteristics of the property. These interviews shall be conducted during the site visit. Appropriate local government officials may also be interviewed to obtain the necessary information. The contractor shall keep detailed notes of all interviews. These notes shall become the sole property of the USFWS. No one shall receive copies of notes, documentations, and reports without the permission of the government. -- 2 of 19 -- Performance Work Statement Sheep Island Characterization Contaminated Soils Removal and Groundwater Investigation Kodiak NWR Page 3 CONTRACTOR QUALIFICATIONS: Contractor experience must be approved by the Contracting Officer and will be based upon submission of the following information by the Contractor: Experience: Name and location of a similar project completed by the Contractor, including the name and telephone number of the purchaser of the services. Comply with ADEC regulations and applicable requirements of USEPA, IEPA, OSFM, and OSHA regulation. Contractor shall be a “qualified environmental professional who meets the regulatory requirements described in 18 AAC 75.33. Contractor shall have project experience with work of this nature and his work crew shall have all necessary training and certifications. CONFIDENTIALITY STATEMENT: Contractor shall protect the confidentiality of all work accomplished under this scope of work. Quantity surveys and cost estimates shall remain the sole property of the USFWS and shall not be made available to others for any purpose. Do not publicly disclose any data generated for review under this contract. Attachments provided are sole property of the USFWS.
