The initial task includes a Limited Munitions and Explosives of Concern (MEC) Surface Clearance. Navy Base Realignment and Closure (BRAC) Program Management Office (PMO) East will administer this contract. This action will be performed in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Executive Order 12580; the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); and the Massachusetts Contingency Plan (MCP). Under this PWS, the following services will be required: Conduct all work required to complete a Limited instrument-aided visual MEC Surface Clearance of accessible areas and inspect, certify, verify, demilitarize, and dispose offsite all MEC items. Details of this scope are further defined in Section 2. All work must be performed following applicable and appropriate Department of Defense (DOD) guidance and policy for the Navy Environmental Restoration Program (ERP), to include the Munitions Response Program (MRP), and consider all site documentation and reports to date. Primary Objective The primary objective of this project is to provide a Limited MEC Surface Clearance of accessible areas and inspect, certify, verify, demilitarize, and dispose offsite all MEC items at Nomans Land Island. The project scope shall include all of the necessary labor and equipment associated with meeting the objective. The Contractor shall obtain final approval of the work required by BRAC PMO East and NAVFAC Mid-Atlantic upon completion of these performance objectives as specified in Section 5. Background Nomans Land Island is located about 3 miles from Martha’s Vineyard, MA. The Navy used the island as a practice bombing range from 1943 to 1996. The Navy conducted removal actions in 1998 to remove USTs, a fuel pipeline, surface scrap metal and ordnance debris. As part of ongoing O&M requirements, the Navy must conduct recurring MEC surface clearances to remove munitions items that have surfaced due to erosion and frost heave. Previous surface clearances have been conducted in 2003, 2008, 2014, and 2021. The property has been transferred to the USFWS for use as an unstaffed wildlife refuge and is closed to the public. Nomans Land Island is not listed on the CERCLA National Priority List. Navy is the lead agency under CERCLA, with input from US Fish and Wildlife Service (USFWS) and Massachusetts Department of Environmental Protection (MassDEP).
