This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information included in this notice. This
announcement and attachments constitute the only solicitation; quotes are being requested, and a
written solicitation will not be issued. Consider this solicitation (140L3726Q0079) as a Request
for Quotes (RFQ). This solicitation documents incorporate provisions and clauses in effect
through Federal acquisition Circular 2026-01. This solicitation is set-aside for small business.
NAICS 115310 – Support Activities for Forestry – Fuels Management Services. The small
business size standard is $34.0 million. Product Service Code F014 – Natural Resources /
Conservation – Tree Thinning. The resulting purchase order will be a firm-fixed price type

STATEMENT OF WORK
Description of Work:
The West Dolores Rim, PJ and mountain brush removal treatment units are located in Colorado; at Township 42 North (TN), Range 18 West (RW)
Sections 8, 9, 16, 17, and 18 (see project area maps below). The proposed project is located in San Miguel County at an average elevation of 7,800
feet. The vegetation is Pinon/Juniper and Mixed Mountain Shrub. To achieve the objectives, the project work is vegetation treatment by
mastication of 2 units for a total of 67 acres. An additional 10 acres of Ponderosa Pine within Unit 42D will need ladder fuels masticated underneath
the dripline of overstory Ponderosa trees.
The average slope is 10% Crown cover is greater than 60%.
The Contractor will be responsible for removal of all vegetation that have less than 16” DBH along a 100’ wide swath following the interior edge of
the fire control lines of Units 42D and 42C. All vegetation larger than 16” DBH within the 100’ wide swath will be limbed to six feet above ground
level. All standing dead or down logs/trees will be removed from the 100’ swath on the interior edge of the fire control lines either by mastication
or by relocation. The contractor will grind/mulch all vegetation less than 16” DBH with contractor furnished equipment (e.g., Hydro-Ax, Fecon
Bull Hog or similar)
Mechanical Thinning of Control Lines: Remove all vegetation <16” DBH, limb all remaining vegetation larger than 16” DBH to six feet above
ground level.
• Slash will be masticated and dispersed (to a depth of less than 6 inches)
• Stump heights should be 6 inches or less on the uphill side.
• Retain mature juniper and pinyon trees > 16” DBH - Flattened or rounded top, deeply furrowed bark (juniper), thick, plate-like bark
(pinyon), twisted trunks/branches, dead branches and spike tops, large lower limbs, large trunk diameter relative to tree height.
• Leave trees larger that 16” DBH will be limbed six feet above ground level.
• Standing dead/down logs and trees within the 100’ swath will be removed either by mastication or by being re-located by contractor
furnished equipment.
Drip-lining of Ponderosa Pine: Remove all vegetation <16” DBH, and limb all remaining vegetation larger than 16” DBH to six feet above
ground level underneath the driplines of Ponderosa trees plus ten feet.
• Remove all vegetation underneath the dripline of overstory Ponderosa tree plus ten feet around the dripline.
• Stump heights should be 6 inches or less on the uphill hide.
• Retain all Ponderosa trees regardless of DBH
• Ponderosa trees larger than 16” DBH will be limbed six feet above ground level.
• Standing dead/down logs underneath the dripline of overstory Ponderosa trees will be removed either by mastication or by being re-located
by contractor furnished equipment 30 feet away from dripline.
