It is the primary objective of this contract to treat conifer encroachment on the unit to improve wildlife habitat and reduce the potential scope and consequences of a wildfire. Prices for the following bid items should be based on the detailed unit information provided. Please use this Statement of Work to assist with quotes. The project name is: Pedro Mastication. This contract requires: • Mastication of juniper under 16” DBH on slopes under 45%. One base unit totaling 428 acres and one optional unit totaling 129 acres. The work will be conducted between September 16, 2026, and April 14, 2027. This includes furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform the work. The work statement consists of completing the tasks in C1.3/C1.4 and these tasks shall be evaluated by the COR via periodic site visits during the contract duration. Inspections shall be done via ocular analysis and periodically measuring larger juniper to ensure they are over 16” DBH. A crew foreman (fluent in reading, writing, and speaking English) is to be on-site directing work at all times. This person shall also serve as an on the ground contact person for the COR/PI. Failure to maintain a crew foreman will result in suspension of work until a crew foreman is provided. The CO or COR must be informed of any changes in crew foreman. This work is being solicited as a performance based service contract. Performance based means the Contractor is responsible for an end product. If an end product is not provided in compliance with the contract specifications, an adjustment to the payment will be made. The Notice to Proceed will be provided once the Contractor has submitted a proposed start date, but no later than September 16, 2026. No formal site visit will be held. Bidders will be encouraged to visit the site to provide the best pricing. 1.1 LOCATION AND DESCRIPTION -- 3 of 24 -- Bureau of Land Management – South Dakota Field Office Pedro Mastication 2 The work area is located approximately 35 miles northwest of Wall, SD The work is located on public lands administered by the Bureau of Land Management's (BLM), South Dakota Field Office, in Pennington County. Location of the work area is as follows: Base Line: Unit 1 T5N R17E Sec 8 Option Line: Unit 2 T5N R17E Sec 17 Access is by all-weather and seasonal roads. Seasonal roads may be impassable for several days after heavy rain. Please see maps for detailed access routes. The boundaries of the units are unmarked and GPS equipment will be required for this contract and must have an accuracy of +/- 10 meters. 1.2 WORK AREA ACCESS The project areas may be accessible by standard two-wheel drive pickup truck equipped for dirt roads. Seasonal roads may be impassable for several days after heavy rain. The contractor may need a 4X4 vehicle to access the work area in the event of inclement weather. Access to the area is limited to existing established roads, or as directed by the Contracting Officer's Representative (COR).
