2. Statement of Work
BACKGROUND.
The Environmental Protection Agency (EPA) mandates sewer system management plan and Storm Water MS4 permits large facilities like the VA West Los Angeles Medical Center. EPA delegates this oversight to California State Water Board which monitors sewer and stormwater lines under the SMARTS database. EPA defines stormwater as the runoff generated when precipitation flows over land or impervious surfaces without peculating through the ground and is administered through (NPDES)National Pollutant Discharge Elimination System permits.
SCOPE. Sewer System Management Plans (SSMPs) the Online California Integrated Water Quality System (CIWQS) Sanitary Sewer System Database is required for facilities with large sewer networks under CALIFORNIA INTEGRATED WATER QUALITY SYSTEM (CIWQS).
This contract will cover the following:
• Storm Water MS4 Phase 2 Plan update
• Storm Water SMARTS database construction support.
• Sewer System Management Plans (SSMP) development and submittal.
The contractor must provide the following tasks:
Contractor shall provide all means, methods, equipment, expertise, incidentals, labor, materials, supervision, supplies, transportation, and qualified personnel including California Professional Engineer or environmental professionals with current Certified QSP & QSD credentials accepted by California State Water Resources Control Board
Storm Water MS4 Phase 2 update and Storm Water SMARTS database construction support will be developed by environmental professionals with current QSP and/or QSD credentials.
Development of Sewer System Management Plan (SSMP). Develop a plan for VA West Los Angeles Medical Center

All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering on VAGLAHS shall comply with applicable Federal, State, and VA safety and fire regulations and codes, which are in effect during the performance period of the contract.
Contractor shall perform work in strict accordance with existing relevant, accredited standards and codes to minimize the possibility of injury to personnel, or damage to Government equipment. Every effort shall be made to safeguard human life and property.
Contractor shall abide OSHA’s standard for confined spaces (29 CFR 1910.146) which contains the requirements for the practices and procedures to protect employees in general industry from the hazards of entering permit spaces.
