Page 1 of 4 STATEMENT OF WORK For TC DOCK FENDER REPAIR 1.0 Purpose The purpose of this requirement is to restore operational readiness and safety of the Transportation Core (TC) Dock berthing infrastructure at Joint Base Charleston, SC – Weapons Station (JB CHS - WS). The contractor shall provide replacement hardware and perform installation, repair, and repositioning services for all fender units to maintain uninterrupted, safe port operations. 1.1 Background All eleven (11) dock fenders have sustained damage that pose a critical safety risk to berthing vessels. See Section 5.0 on page 3 & 4 for images of the fenders and the TC Dock. 2.0 Scope of Work The Contractor shall provide all labor, materials, tools, and equipment necessary to complete the following: • Hardware Replacement: The contractor shall remove existing hardware and replace with the materials described within paragraph 2.1 Product Specifications; the swivel-eye end assemblies, shackles, and cotter keys on all eleven (11) fenders in accordance with Section 1.3, Product Specifications. All new materials provided by the contractor shall be suitable for a marine environment and fully compatible with the existing chains (Existing chain specs: Proof load of 247,000 lbs., Break load of 352,000 lbs., and Galvanized finish). • Fender Recovery and Re-installation: Three (3) Four (4) fenders are currently staged out-of-water on the TC Dock. The contractor is responsible for reinstalling these fenders back into the water. The Government can assist the contractor with lifting and returning the fenders to the water. • Continual project superintendence is mandatory. The work site is actively utilized by the 841st Transportation Battalion (TB) and must be kept clean, safe, and orderly. • Work site areas shall be returned to existing conditions upon completion of services. Any damage to Government or personal property resulting from the contractor’s activities shall be repaired/remediated solely at the contractor's expense. • Following service completion, the contractor shall schedule a final inspection with Civil Engineering Squadron (CES) and the 841st TB. • Period of Performance (PoP): 30 calendar days after receipt of contract award to include ordering and receiving the materials, processing base access paperwork, and installing materials. 2.1 Product Specifications To ensure long-term durability in a high-stress maritime environment, the system requires high- strength, heavy-duty hardware. Spec. RR-C-271D, Type IVB, Class 3. 3 Stainless Steel Cotter Keys *** 1 Cotter Key per Shackle (44 Total) (As req. for 1-3/4" shackles) Size: 5/16" Diameter x 2-3/4" Length Material: 316 Stainless Steel (Corrosion Resistant) Application: Locking pin for 1-3/4" Bolt-Type Shackles. ***Procurement & Inspection Note (Cotter Key Material): While the shackles are HDG (Galvanized), the replacement cotter keys must be 316 Stainless Steel to prevent brittle failure and corrosion in the splash zone. The specified 5/16" x 2-3/4" stainless steel cotter key will ensure the nut is locked securely, preventing accidental disassembly in maritime environments. 3.0 Base Security Requirements: The contractor is responsible for coordinating all required access, security, and scheduling to ensure no disruption to base operations: • Base Access/Badging: Coordinate with John Wood at (843) 794-0266 and john.w.wood12.civ@army.mil. • Port Operations: Further coordination may be required with the Base Port Operations Officer, LCDR Brandley Sinoc at (843) 794-7746 and Brandley.sinoc.1@us.af.mil. • Ship Conflicts: To avoid ship conflicts, the Contractor must coordinate scheduling with Ismail Young at (843) 794-0543 and ismail.a.young.civ@army.mil. 4.0 Safety and Environmental 4.1 Safety Standards Work practices shall be strictly compliant with applicable safety standards, including but not limited to the USACE Safety and Health Requirements Manual (EM 385-1-1). -- 2 of 4 -- Page 3 of 4 4.2 Hot Work Permits Hot Work Permits For all Hot Work Permits, contact the Fire Prevention inspectors at 794-7889, 794-7829, or 794- 7826. Do not go to the fire stations. The inspector will take the information needed for the permit and an email address. If the permit does not require a site visit, they will email the permit to the requestor. If the permit requires a site visit, the inspector will deliver the permit during the visit. 4.3 Environmental & Disposal For recycling and disposal, all material permanently disconnected or removed during the course of work shall be brought to the attention of Mark Darrington, Environmental Element Chief, prior to being removed from Government property.
