USS AMERICA (LHA-6) MATERIAL HANDLING EQUIPMENT (MHE) REFURBISHMENT

STATEMENT OF WORK MATERIAL HANDLING EQUIPMENT (MHE) ENDURING MAINTENANCE AND REFURBISHMENT INITIATIVE USS AMERICA (LHA-6) — AIRCRAFT INTERMEDIATE MAINTENANCE DEPARTMENT (AIMD) COMMANDER, NAVAL SURFACE FORCES PACIFIC (CNSP) NAVAL AIR STATION NORTH ISLAND, SAN DIEGO, CA 92135 1.0 Background: USS AMERICA (LHA-6) Aircraft Intermediate Maintenance Department (AIMD) employs a suite of Material Handling Equipment (MHE) to move aeronautical components, engines, support equipment, and palletized material in support of intermediate-level maintenance and flight operations. These assets are essential to aviation logistics throughput, stores onload/offload, and hangar bay and flight deck material movement. Sustained operational use, shipboard environmental exposure, and deferred depot-level maintenance have degraded the material condition of seven (7) assets to the point that they are non-operational or unable to hold current weight-handling certification. Ship's force personnel are qualified to operate this equipment but are neither trained nor certified to perform depot-level overhaul, load testing, or weight-handling certification. Refurbishment of these assets during the upcoming Docking Selected Restricted Availability (DSRA) will restore full MHE capability, extend equipment service life, and prevent critical work stoppages in the aviation maintenance and supply chain. 2.0 Scope: The Contractor shall provide all labor, supervision, management, tools, materials, parts, transportation coordination, test equipment, and certification services necessary to restore seven (7) MHE assets to full operational capability. Work encompasses induction and material condition inspection, corrective maintenance and overhaul, corrosion treatment and repainting, operational and rated-load testing, and Weight Handling Equipment (WHE) certification. All work shall be performed off-ship at the Contractor's facility and all refurbished assets shall be returned to Government-designated storage (estimated January 2027). Assets shall be inducted in “as-is” condition and may not be operational at time of receipt. -- 1 of 6 -- 3.0 Applicable Documents: All work shall be performed in accordance with the latest revision of the following references and applicable OEM technical manuals: – NAVFAC P-307, Management of Weight Handling Equipment – NAVSEA SW023-AH-WHM-010, Weight Handling Equipment Load Test and Certification – NAVSUP P-538, Management of Material Handling Equipment – TM 4795-12/1, Corrosion Prevention and Control – SAE AMS-STD-595 (formerly FED-STD-595), Color 13538 (yellow), lead and chromate free – Applicable OEM technical manuals and maintenance specifications for each asset 4.0 Requirements: 4.1 Induction and Inspection. Upon receipt of each asset, the Contractor shall conduct a Material Condition Inspection (MCI) and Preoperational Inspection by a qualified technician. Each asset shall be identified by make, model, and serial number. All deficiencies — including missing, damaged, or non-standard components — shall be documented on an induction inspection report and provided to the Government. Safety-related deficiencies shall be flagged for priority action. 4.2 Repair, Overhaul, and Refurbishment. The Contractor shall perform complete or partial disassembly as required, systematic component evaluation, and corrective maintenance including repair, rebuild, or replacement of components in accordance with applicable OEM technical manuals. All work shall restore equipment to OEM specifications or better. At a minimum, work shall include: – Corrosion removal and surface preparation per TM 4795-12/1 – Tire inspection and replacement per NAVSUP P-538 criteria – Fork inspection and certification per NAVSUP P-538, with supporting documentation – Hydraulic system inspection and repair or replacement as required – Electrical and drivetrain troubleshooting and repair – Repainting per SAE AMS-STD-595, color 13538 (yellow), lead and chromate free – Application of non-slip surfaces / anti-slip sheets to walking and standing surfaces – Preventive maintenance and lubrication at OEM-prescribed intervals 4.3 Batteries (Electric Assets). The Contractor shall load test and evaluate batteries installed in the 4,500 lb electric assets as part of the base requirement. Battery replacement or rebuild, if determined necessary, is not included in the base scope and shall be provided by separate quote and coordinated with USS AMERICA (AIMD) and CNSP TYCOM prior to any action. 4.4 Powder Coating. Powder coating of MHE assets is not required and is excluded from this requirement. Repainting shall be accomplished per paragraph 4.2. -- 2 of 6 -- 4.5 Post-Overhaul Testing and Certification. Prior to final acceptance, each refurbished asset shall undergo the full post-overhaul test regimen, to include: – Steering radius and tracking alignment test – Rated load and overload testing per NAVSEA SW023-AH-WHM-010 – Operational verification of mechanical, hydraulic, braking, and steering systems – Final inspection and acceptance documentation 4.5.1 Equipment failing any test shall be adjusted or repaired and retested at no additional cost to the Government. Weight Handling Equipment certification shall be performed by certified personnel in accordance with NAVFAC P-307 and NAVSEA SW023-AH-WHM-010. 4.6 Parts.
