1 PERFORMANCE WORK STATEMENT (PWS) Offutt AFB Dormitory Internet Service 21 August 2026 General Information This initiative was tasked from AFCEC/CI IAW Memorandum “Our Enduring Duty to America’s Members and Their Families”, dated 13 SEP 24 and Memorandum “Increasing Access to Broadband Internet in Department of Defense Unaccompanied Housing in the United States”, dated 02 JUN 25. This guidance directs that all Airman be provided free internet access that meets or exceeds the FCC minimum of 100 Mbps download and 20 Mbps upload speeds. Locations are encouraged to use existing infrastructure already in place to the greatest extent possible. Based on market research and average needs of UH members, we are targeting a Wi-Fi service plan that will exceed the FCC minimum with speeds of 500 Mbps Download and 25 Mbps upload which will best suit the needs of our service members. Additionally, we will keep future improvements in mind to modify the contract based on building renovations, remodels, or new builds. The service provider shall be responsible for minimizing outages and maintenance of the Wi-fi services and any required equipment. UH managers or designated base representatives will assist with base access to aid service technicians for onsite visits needed to minimize service interruption. Quality of service standards, evaluations and reporting will be provided annually based on Contractor Quality Control Plan, UH member feedback, and tracking of outage and maintenance issues. 1. GENERAL: This is a non-personnel services PWS to provide Offutt AFB Dormitory Internet Service. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, shall be responsible to the Government. 1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Offutt AFB Dormitory Internet Service as defined in this PWS except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this PWS. 1.2 Background: Section 651 of the National Defense Authorization Act (NDAA) for Fiscal Year 2025, amended title 10, U.S. Code adding § 2265, Access to broadband internet access service for certain members of the armed forces. 1.3 Scope: Activation of all UH rooms with internet broadband internet service with speeds meeting or exceeding 500 Mbps Download and 25 Mbps upload. Services include activation and installation of any equipment needed for internet service. The Contractor shall accomplish activation of services by the agreed upon start date. 1.4 Objectives: The Contractor shall provide FCC minimum or greater internet service to all UH residents. The Contractor shall ensure minimal service disruption monitored through resident feedback and annual downtime tracking. Acceptable performance of internet shall not exceed 48 hours of downtime per/month and 90% customer satisfaction rating annually. In the event of facility upgrades the Contractor may provide service modifications and upgrade suggestions to be considered for contract modifications based on service needs. 1.5 Period of Performance: The period of performance shall be for one (1) base year and four (4) option years, plus an optional six (6) month extension. -- 1 of 4 -- 2 1.6 General Information 1.6.1 Quality Control: The Contractor shall develop and maintain an effective quality control plan (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means to ensure products and/or services meet the defined quality requirements of the contract. Contractor shall provide QCP to COR within 30 days after contract award or with the Contractor’s proposal if it is an evaluation factor. Three copies of a comprehensive written QCP shall be submitted to the CO and COR within 5 working days when changes are made thereafter. If the Contracting Officer’s (CO) concurs with proposed change(s), the CO will provide written acceptance to the Contractor. 1.6.2 Quality Assurance: The Government will evaluate the Contractor’s performance under the contract in accordance with the Quality Assurance Surveillance Plan (QASP). The QASP provides details on how the Government will monitor Contractor performance results to determine if the Contractor has met the required thresholds for each performance objective in the PWS. 1.6.3 Recognized Holidays: Contractor shall be required to address outages during weekends and holidays. New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day Washington’s Birthday Veterans Day Memorial Day Thanksgiving Day Juneteenth National Independence Day Christmas Day Independence Day 1.6.4 Hours of Operation: The Contractor shall be responsible for having customer service available for outages and issues at a minimum of 0700 – 1800 Monday – Friday and on call on weekends and holidays. The Contractor shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Offutt Dormitory facilities are not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.5 Place of Performance: The work to be performed under this PWS shall be performed at the Offutt AFB Dormitories, Bldgs. 364, 365, 369. 1.6.6 Type of Contract: The Government will award a firm-fixed price, commercial contract. 1.6.7 Security Requirements: Contractor personnel performing work under this PWS shall have an escort or request to have a designated representative(s) with an annual
