Baseline Commercial Internet Service Provider (C‐ISP) Requirements for AFRC Aircrew and Operations Commercial Mobile Device Users Operation Group, March Air Reserve Base, CA REQUIREMENT: This requirement is for a vendor to provide commercial internet service at March Air Reserve Base. In order to meet operational requirements the vendor must be able to provide internet services capable of download speeds at a rate of 1 Gb or greater, on a 1Gb circuit. The Contractor is responsible for providing and installing all equipment required to establish this service in the base Dial Control Office (DCO) for the base to connect via multi‐mode fiber LC SFP. The address of the DCO is BLDG 2407, RM TELCO FRAME, 673 MACDILL ST; MARCH AIR RESERVE BASE, CA 92518‐212. In order to avoid prolonged mission impacting service disruption, the vendor must agree to have maintenance personnel respond to any notification of service disruption within 24 hours of said notice. Within 45 days of contract award, the vendor must provide a list of no less then 3 maintenance personnel capable of being granted access to March Air Reserve Base. For the duration of the contract, the maintenance personnel must maintain access privileges to ensure timely service disruption response time. Please see attached security forces pamphlet and PASS sheet for further information regarding base access. JUSTIFICATION: This service is required for Aircrew and Ops mobile device users to download all necessary documentation and information to their government furnished commercial mobile device. This requirement is directed by AFRC and approved by a DoD Global Information Grid (GIG) exception to policy (reference attached waiver signed by SAF/CIO). C‐ISP connections MUST be registered on the Lead MAJCOM SharePoint site. In order to implement the AF EFB Initiative, C‐ISP services will be used to update Commercial Mobile Devices (CMDs) with downloads sufficient for mission requirements (currently up to 75 GB of data per device) and provide wireless hand‐held platform for commercially available flight, aeromedical, and other pertinent planning tools necessary to execute the mission and will adhere to the Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIGs) and other applicable security specifications documented in the GIG waiver. Period of Performance: The Government intends to award a base contract with four (4) Option years.
