FEDERAL CORRECTIONAL COMPLEX (FCC) POLLOCK
Emerg. Replace Chiller #2 FPC Dorm 1 FCC Pollock - PROJECT 25ZSAJ7
I. SPECIFICATIONS: APPROVED
A. INTRODUCTION By FMB-CERS at 7:47 am, May 27, 2026
A.1 The Federal Prison Complex, FCC Pollock, located at 1000 Airbase Road, Pollock, LA 71467 seeks contract services to
replace one (1) 52-ton Air Cooled Scroll Chiller for use at the Camp for Dorm 1. The chiller will replace the existing
Chiller #2 located at 1000 Airbase Rd, Pollock, LA 71467. This unit must be a factory replacement of Trane Model
Number CGAFC504 ACA, Serial Number C00A01605, or equal.
The contractor shall provide all equipment, materials, labor, supervision, and service necessary to provide a complete
replacement.
B. CHILLER EQUIPMENT SPECIFICATIONS
1. (1) new 52-ton Air-Cooled Scroll Chiller or equal
2. Capacity: 52 nominal tons (cooling)
3. Application: Comfort cooling for commercial/industrial facility
4. Refrigerant: R-410A (non-ozone depleting, high efficiency)
5. Cooling Capacity: 52 tons nominal at AHRI conditions
6. Compressor: Scroll compressors, factory mounted, with internal motor protection
7. Condenser: Air-cooled, with aluminum fins and copper tubes
8. Evaporator: Brazed plate heat exchanger, insulated, with water-side flow control
9. Fans: Direct-drive, vertical discharge, low sound condenser fans with variable speed option
10. Refrigerant Circuits: Dual independent circuits for redundancy and efficiency
11. Power Supply: 460V / 3-Phase / 60 Hz
12. Unit-mounted control panel with factory-wired starter
13. Non-fused disconnect or circuit breaker (per project requirements)
14. BACnet or Lon Works compatible Tracer UC800 controller
15. Tracer UC800 microprocessor-based controller

C. SCOPE OF WORK
1. Replace current Trane Model Number CGAFC504 ACA, Serial Number C00A01605, or equal.
2. Modify and Re-connect existing piping to newly installed chiller.
3. Re-insulate any modified piping.
4. Government requires removal of old chiller, additionally a weight report is required by the facility for recycling
purposes.
5. Remove of and dispose of refrigerant per EPA Guidelines and supply customer with report.
6. Furnish labor and materials to fully install replacement Chiller.

7. Pressure test and leak check the chiller using trace gas and dry nitrogen.
8. Furnish and charge the chiller with the factory recommended refrigerant charge.
9. Furnish and charge the chiller with the factory recommended oil charge.
10. Evacuate the chiller to 1000 microns and charge the chiller with proper refrigerant.
11. Perform startup of chiller and complete a full running check on the unit for proper operation.
12. Maximum chiller down time is {30) thirty days.
13. Provide one {l) full year parts and labor warranty.
Cl. WARRANTY
1. The contractor is required to provide the standard manufacture warranty upon completion of work required but
prior to contract closeout. Please refer to the Warranty clause stated in the solicitation.
D. QUALITY ASSURANCE/INSTALLATION REQUIREMENTS
1. It is the Contractor's responsibility to repair and/or replace any Government property damaged by
contractor/subcontractors' employees. Damage will be corrected and restored to previous conditions at NO
cost to the government.
2. It shall be the Contractor's responsibility for obtaining all measurements and data requirements to comply
with manufacturer's installation recommendations. All installations must be in accordance with product
manufacture's recommendations.
E. UTILITIES
The FBOP will provide water, use of restrooms and minimal electricity service {120V) for small hand power tools
including battery chargers. The contractor will provide all other equipment, supplies and materials needed to complete
this project.
F. HOUSEKEEPING AND MATERIAL DISPOSAL
The contractor awarded the contract will be responsible to ensure the premises are always kept clean and free from
accumulations of waste materials and rubbish. The contractor will remove all debris, scrap, and rubbish from the work
area daily. Surplus materials and all equipment shall be promptly removed from the site upon completion of the work.
The Contractor shall be responsible to remove all debris and waste materials from the job site at FCC Pollock upon
conclusion and acceptance of the project. These items must be disposed of in accordance with all Federal, State, and
local laws.
G. SUBMITTALS & RESPONSIBILITIES
1. Submit the requested information of the persons who would perform the work inside the institution for
background investigation.
2. Submit manufacturer's brochures, details, drawings, source certification for all material and equipment.
II. CONTRACTOR SECURITY/WORKING REGULATIONS
A. Work Hours:
Work Hours for the contractor are 7:00 AM - 3:30 PM, Monday - Friday, excluding weekends and federal holidays. Any
work required to be completed at any other time than noted above must be requested in writing to the COR five (5)
working days prior to the start of the work. In the event of any equipment being replaced that would result in downtime
of the normal orderly running of the institution, alternate work hours may be authorized in accordance with the time
frame stated above.
