A. SUMMARY OF WORK & PLACE OF PERFORMANCE
The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC), Yazoo City
(YAZ), Federal Prison Camp (FPC) located at 2225 Haley Barbour Parkway, Yazoo City,
MS. intends to make a single award to a responsible entity to replace the aging and non-
functioning Geothermal System. The new System will utilize Air-Cooled Condensers for the
Camp Core and Education locations. The Contractor shall provide all the necessary
equipment, materials, incidentals, etc. and labor to install the new Air-Cooled Condensers at
the FPC as described in this Statement of Work below. The Contractor shall cap and abandon
the original Geothermal System in place. All materials and craftsmanship shall comply with
Federal, state, and local regulations, environmental best practices and regulations, codes, and
standards as well as industry standards for a correctional setting.
B. SCOPE OF WORK
The Contractor shall provide all materials and labor for the installation of air-cooled
condenser units for the approximately 15,500 sq. ft. Camp Core and Education Buildings.
The contractor shall be responsible for providing three of the following specific systems or
mechanically similar:
• Unit Casing: Direct Coil Air-Cooled Condensers to be fabricated with 16-gauge
Galvanized Steel with structural members made from 14 or 12 gauge as required for
maximum support.
• The mounting design shall be easy to ship, fast for rigging and installation.
• Fan Motor assembly: All fans operate in fully baffled sections to provide efficient heat
transfer and prevent wind milling. This unit is provided with 2.00 fans; each consists of a
550 RPM 800 mm diameter High Efficiency unit such as ZIEHL-ABEGG AC Fan motor
(or technically equivalent).
• Fans shall be the “sickle blade” type to ensure quiet operation. The motor type must
enable the fan to produce a sound pressure level of 46 dBA at 10m, maximum.
• Motors to have Thermal Overload Protector, plus moisture and hot climate protection.
• Motors to be rated for 460 Main Power. Coil: High heat transfer Tube & Fin coils of
generous face area with tubes mechanically expanded into self-spacing fin collars for
maximum heat transfer.
• All coils should have a maximum operating pressure of 600 psig. Coils to be factory leak
tested at 600 psig with dry air and sealed prior to shipment. Type L or K copper headers

are used for inlets and outlets with ODF solder copper connections for field connections.
• Controls: The unit is designed for a single point electrical entry with the Control Panel
mounted on the return bend end. Unit mounted complete with Pressure Fan Cycling with
Dual Circuits.
The contractor will also be responsible for pouring concrete equipment pad for the system as
well will be responsible for core drill building wall for refrigeration piping and electrical.
The contractor will also be needed to connect electrical and refrigerant piping between the
indoor and outdoor units as well as insulate all refrigerant piping. The Contractor will also
evacuate per manufacturer specifications. As well the Contractor will be responsible to
charge units with the required refrigerant and to provide and install all necessary BAS/unit
controls. The Contractor will be responsible to provide factory startup/commissioning for the
start up for the new system.
C. EQUIPMENT / SUPPLIES
The contractor shall provide all labor, materials, drawings, services, supervision, tools,
apparatus, conveyance, equipment, scaffolding, transportation, and incidental expenses to

City FPC. The Contractor will be responsible for any materials and supplies necessary to
provide the completion of the above-mentioned work. The Contractor will be responsible for
delivery of the materials, components and accessories to the site and of the acceptance of the
deliveries. The storage of such deliveries will be coordinated with the COR prior to
deliveries being scheduled.
D. GOVERNMENT PROVIDED MATERIALS
FCC Yazoo City FPC will make sure the area will be sectioned off and clear of any
unnecessary items to make removal and installation as easy as possible. The Contractor will
have full access to the project area for the duration of the project to expedite completion.
FPC Yazoo will provide electricity (120V) for battery chargers and small hand tools. Potable
water and restroom facilities will be available for the contractor at no charge.
E. QUALITY ASSURANCE/INSTALLATION REQUIREMENTS
The installation will be monitored by a representative of the Facilities Department. Related
work in this statement of work includes, but is not limited to, project data submission and
testing necessary to ensure compliance with all applicable local, state and national codes and
laws. The contractor will observe all safety regulations (i.e. OSHA) and Government security
regulations. Minor material and work not specified or shown, but necessary for the
completion of this project, shall be provided, without additional compensation from the
Government.

The performance of these services will also be verified by the Contracting Officer’s
Representative (COR) for this project.
The Bureau of Prisons reserves the right to suspend, limit or revoke the Contractor’s
privileges at the Bureau of Prison facility due to violations of FBOP security procedures.
