You are requested to provide firm-fixed pricing for the services specified in the Statement of Work
(SOW). Funding has been obtained for this proposed procurement in an amount equal to or greater than
the Independent Government Cost Estimate (IGCE). The Government requests pricing for the services
listed in the SOW to be in effect thirty (30) days after the date of your RFQ response. Award will be
made to the lowest priced, technically acceptable proposal. The technical approach should not include
prices. The price breakdown should be provided as a separate document.
PROPOSAL INSTRUCTIONS:
Factor 1: Technical Approach
• The Offeror must describe their technical methodologies, techniques, processes, plans and other
information for accomplishing SOW technical requirements.
Factor 2: Past Performance
• Provide past performance information for services directly related and relevant to the services to
be performed under the SOW. To be considered relevant, the services must have been performed
within the past three years. Include three references consisting of the following:
- Project title/description
- Role (Prime/Subcontractor)
- Contract number
- Period of performance
- Agency or company for which the work was performed
- Summary of the work products/services
- Name/contact information of client point of contact)

Factor 3: Price
• The Offeror’s quoted price must provide a cost breakdown to show the labor, travel, material
costs, and odc’s to show how the final firm fixed price amount was calculated.
EVALUATION CRITERIA:
Factor 1: Technical Approach
• The Government will evaluate the Offeror’s technical methodologies, techniques, processes,
plans and other information for accomplishing SOW technical requirements.
Factor 2: Past Performance
• Past Performance will be evaluated to determine that references provided demonstrate the
vendor’s capability to perform services outlined in the SOW.
Factor 3: Price
Cost/Price will be evaluated to ensure that the final agreed-to price is fair and reasonable. In
evaluating price, the Government will follow the proposal analysis techniques from FAR 15.404-1.
Examples of such techniques include, but are not limited to the following:
• Comparison of proposed prices received in response to the solicitation. Normally, adequate
price competition establishes a fair and reasonable price.
• Comparison of proposed prices to historical prices paid, whether by the Government or other
than the Government, for the same or similar items. This method may be used for
commercial items including those “of a type” or requiring minor modifications.
• Comparison with competitive published price lists, published market prices of commodities,
similar indexes, and discount or rebate arrangements.
• Comparison of proposed prices with independent Government cost estimates.
• Comparison of proposed prices with prices obtained through market research for the same or
similar items.
