CUI CUI STATEMENT OF WORK (SOW) Project Title: Fire Apparatus Intercom System Upfit and Installation Location: Eglin Air Force Base, FL Date: June 11, 2026 1.0 DESCRIPTION OF SERVICES / SCOPE OF WORK The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to procure and install new onboard intercom systems for the Eglin AFB Fire and Emergency Services flight. The scope of this project includes the removal of old intercom systems (where applicable) and the complete installation, integration, and testing of new 4-position intercom systems across eleven (11) total fire apparatuses. 2.0 VEHICLE BREAKDOWN The contractor shall perform the upfit on the following eleven (11) vehicles: • Nine (9) Fire Engines • One (1) Ladder Truck • One (1) Rescue Vehicle 3.0 SPECIFIC REQUIREMENTS / TASKS The contractor shall execute the following tasks: 3.1 System Removal: The contractor shall safely remove all legacy intercom components, wiring, and headsets from the designated vehicles (if applicable). Old equipment will be turned over to the designated Government Point of Contact (POC) for proper disposal or DRMO process, unless otherwise directed. 3.2 New System Procurement and Installation: The contractor shall procure and install a four (4) position onboard intercom system on each of the eleven (11) designated vehicles. Installation must be cleanly routed, secured, and weather-sealed where appropriate, meeting standard automotive and emergency vehicle wiring standards (e.g., NFPA 1901 compliance). 3.3 Communication & Noise Reduction: The new intercom systems must allow all four crew members to communicate clearly with -- 1 of 3 -- CUI CUI each other. The headsets must provide effective outside noise reduction/attenuation to protect firefighter hearing from siren and engine noise while ensuring clear, intelligible communication. 3.4 Wireless Driver Position (Critical Requirement): At a minimum, the driver’s position for all upgraded vehicles must be equipped with a fully wireless headset system. This system must allow the driver unrestricted mobility around and away from the apparatus up to a minimum distance of 500 feet without interruption, static, or loss of communication with the vehicle's radio and crew. 3.5 Radio Integration & Crew Chief Capabilities (Critical Requirement): The intercom system must successfully integrate with the existing mobile two-way radios installed in the apparatus. At a minimum, the Crew Chief (Captain) position must be fully integrated to interface and communicate over the vehicle's existing Motorola APX 6500 mobile radio system. The system must allow designated positions to seamlessly transmit and receive over the radio network without interference. 4.0 PLACE OF PERFORMANCE All removal and installation work shall be performed on-site at the following location: Bldg. 1462 (Fire Station #1) Eglin AFB, Florida 32542 5.0 HOURS OF OPERATION Work shall be performed during standard government business hours (typically 0700 to 1600, Monday through Friday, excluding Federal Holidays). Because the apparatuses are critical emergency response assets, the contractor must coordinate the installation schedule with the Fire Chief or designated POC to ensure adequate emergency response coverage is maintained at all times. 6.0 TESTING AND ACCEPTANCE Upon completion of the installation for each vehicle, the contractor shall conduct a joint functionality test with the Government POC. This test must successfully demonstrate: 1. Clear internal communication between all four headset positions. 2. Verification of the Crew Chief (Captain) position's ability to transmit and receive clearly over the Motorola APX 6500 mobile radio. 3. Verification of the wireless driver headset range, confirming uninterrupted connectivity up to 500 feet from the vehicle. -- 2 of 3 -- CUI CUI Final acceptance of the work will be granted by the Government POC upon successful completion of these tests for all eleven (11) vehicles. 7.0 SITE MAINTENANCE AND CLEANUP The contractor shall maintain a safe and clean work environment. At the end of each workday and upon project completion, the contractor shall remove all trash, debris, and tools from the installation bays and return the area to its original condition. -- 3 of 3 --
