BLM LE Vehicle Up-Fitting
COLORADO – NEW MEXICO
1.A. General: The Bureau of Land Management (BLM) requires the upfitting of a full-size crew cab truck to be used as marked law enforcement vehicle. The vendor will install and program the equipment with the specifications (Standard Features and Radio Specifications) listed below to ensure the law enforcement vehicle is equipped with emergency lighting, siren/PA systems, radios, gun locks, center consoles, partitions, agency markings, and fire extinguishers to meet the necessary operational standards and agency policy.. The government will provide for all equipment specified in part B of each section (if applicable).
1.B. PERIOD OF PERFORMANCE: The period of performance for this effort will commence on the date of the award and conclude at period of performance date determined upon award. The total period of performance for the upfitting of the vehicle under this contract shall not exceed 120 calendar days from the awarded date.
1.B.1. This period accommodates the following:
1.B.1.A. Delivery and Receiving of Parts: Up to 30 calendar days are allocated for the procurement and
receipt of necessary parts and components required for the upfitting process.
1.B.1.B. Upfitting Work: The vendor shall complete the actual upfitting work within 45 calendar days
following the receipt of all necessary parts and components.
1.B.2. It is the responsibility of the contractor to ensure timely ordering of parts to meet the performance schedule and to coordinate effectively with suppliers to minimize any potential delays. All work is to be completed in accordance with the specifications outlined in the contract. Should any unforeseen circumstances arise that may impact the timeline, the contractor must provide appropriate documentation and seek approval for any necessary adjustments to the schedule.
1.C. SECURITY
The vendor shall maintain a secure storage area while the vehicle is in their possession.
1.D. DELIVERY AND INSPECTION
Delivery including drop-off and pick-up of vehicle(s) and government provided equipment will be performed by the governments receiving official. Upon arrival at the vendor’s location, an initial inspection will be performed by the vendor representative in the presence of the government’s representative. This inspection will identify and document any existing defects, dents, scratches, or abnormalities present prior to vehicle acceptance. The government will be provided with a copy of the intake report. The contractor assumes risk of loss liability while vehicles are in their possession per FAR 52.212-4(j).
1.E. FINAL INSPECTION AND ACCEPTANCE OF UPFITTED VEHICLE
The government will provide for inspection pursuant to FAR 52.212-4(a).
1.F. DAMAGES / LIABILITY
During the pick-up of the completed vehicle, a final inspection will be conducted by a BLM representative
with the vendor representative present. This inspection will identify any defects, dents, scratches, or
abnormalities that may have occurred during the upfitting process. Any damage determined to have occurred during this period shall be repaired at the vendors expense within ten (10) business days.
1.G. WARRANTY
1.G.1. The vendor shall provide a standard commercial warranty pursuant to FAR 52.212-4(o). The contractor shall provide their express warranty with their quotation limited to those terms and conditions after government acceptance of the performance.
1.G.2. The vendor shall provide a one-year commercial warranty covering parts and labor for all vendor supplied equipment installed as part of this upfitting service. The warranty will begin on the date of final inspection and acceptance of the upfitted vehicle(s). The warranty will at minimum cover the following:
1.G.3. Parts and Labor: All vendor supplied equipment installed, including but not limited to emergency lighting systems, sirens, consoles, and mounting/wiring hardware, will be covered under the warranty for defects in materials or workmanship. This includes any necessary repairs or replacements due to failures in the installed equipment that occur during the warranty period.
1.G.4. Scope of Coverage: Defective Equipment: Any equipment that fails due to defects in materials or manufacturing will be repaired or replaced at the vendor's expense, including the cost of parts and labor.
1.G.5. Installation Issues: If any installed equipment fails due to improper installation or configuration, the vendor is responsible for correcting these issues without charge, including labor and any necessary adjustments to wiring, mounts, or connections.
1.G.6. Non-Coverage: The warranty does not cover damage resulting from accidents, misuse, unauthorized modifications, or normal wear and tear.
1.G.7. Warranty Claims: The Contracting Officer will notify the vendor by writing (email or formal report) of any equipment failure or defect covered by this warranty. Upon receipt of the claim, the vendor will confirm the issue and schedule the necessary repairs within ten (10) business days. All warranty-related repairs must be completed within ten (10) business days of the vehicle's arrival at the vendor’s facility, unless prior written approval for a longer timeline is obtained from the BLM representative. In case of exceptional circumstances requiring more time, the vendor must notify the BLM representative within two (2) business days to provide a timeline for completion.
