STATEMENT OF WORK/REQUIREMENTS DOCUMENT
Fire Extinguisher Hydrostatic Testing
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) Fire Department is tasked with the
inspection and maintenance of portable fire extinguishers on the NIST Gaithersburg, MD Campus. Part of
the maintenance of fire extinguishers is the hydrostatic test and refilling of the fire extinguisher. This is a
required process per National Fire Protection Association (NFPA), Occupation Safety Health
Administration (OSHA). The NFPA 10 code and OSHA 29 CFR 1910.157.
SCOPE
The contractor shall perform the following services. Hydrostatic testing and recharge of 5 LB BC CO2
fire extinguishers. Fire extinguisher testing shall follow all the NFPA 10 and OSHA 29 CFR 1910.157
regulations. The contractor will pick up and deliver the completed fire extinguishers back to the NIST
Gaithersburg, MD Campus. All fire extinguishers will be returned to the campus. If a fire extinguisher
failed testing and cannot be repaired, it shall be returned marked “Failed”. The contractor must obtain
written approval from the contracting officer, prior to incurring costs for any parts required for repair that
are not included in this contract.
The contractor shall contact the NIST TPOC prior to picking up and returning extinguishers. Fire
Department personnel must be available to document the number of all fire extinguishers leaving the
NIST site. Upon return, the TPOC will inspect the extinguishers, assist in unloading and loading of the
extinguishers, and document the status of the extinguishers being returned to NIST.
The NIST Fire Department will release a pre-determined number of fire extinguishers to the contractor.
Upon return of those extinguishers, the Government will ensure that another group of extinguishers will
be ready until all fire extinguishers are tested. The fire extinguishers will be emptied and in one central
pick-up location.
Any extinguisher requiring repairs, I. e. valves, seals, stems, an itemized list showing the repairs
requirements and all completed repairs, shall be documented on the paperwork that is returned to the
NIST Fire Department.
II. REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items
must be new. Used or remanufactured equipment will not be considered for award. Experimental,
prototype, or custom items will not be considered. The use of “gray market” components is not
authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the
original manufacturer’s packaging and include all original documentation and software, when applicable.

Standards of Acceptance: The NIST TPOC or COR shall review (list deliverable) and respond with
an acceptance or request for revision email to the Contractor Point of Contact (POC) within 5 days
of receipt of deliverable. This section applies to deliverables which must be reviewed and approved
for acceptances (draft plans, drawings, etc.)
IV. PLACE OF PERFORMANCE
NIST Gaithersburg Facility or at the contract site, at the discretion of the contractor.
V. PERIOD OF PERFORMANCE/LEAD TIME
The period of performance will start 15 days after the contract is awarded and last for 1 year.
VI. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in
the above table.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier
requirements, deliver the shipment in good order and condition to the point of delivery specified in the
purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and
acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay
all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

Designated Government Official and the Contracting Officer prior to ANY shipment to NIST***
VII. INSPECTION & ACCEPTANCE
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the
right to perform such performance tests and evaluations as defined below to verify specified system
performance. Such tests and evaluations, if performed, shall be conducted within the environment that the

system is to be operated. The Contractor has the right to be present during the tests and evaluations, if
performed, at the Contractor’s expense.
Performance Tests:
1. Verification of items is in complete working condition and ready for use.
NIST may choose at its discretion to forgo this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST TPOC to identify
surface defects or any form of indication that any equipment was damaged during transport to
