CHEMICAL FIRE SUPPRESSION SYSTEMS
PERFORMANCE WORK STATEMENT (PWS)
1. SCOPE. To provide services non-personal consisting of furnishing all supervision, labor, tools,
equipment, parts, materials, and other related items necessary to perform Semi-Annual Operational
Test, Annual Inspection and Conduct Hydrostatic Test on Pressure Cylinders on the sixteen (16)
chemical extinguishing systems in eleven (11) facilities located on Moody Air Force Base (AFB) and
Grassy Pond Recreation Area.
1.1 Organizational Conflict of Interest (OCI): Contractor and Subcontractor personnel
performing work under this contract may receive, have access to or participate in the
development of proprietary or source selection information (e.g., cost or pricing information,
budget information or analyses, specifications or work statements, etc.) or perform evaluation
services which may create a current or subsequent Organizational Conflict of Interests (OCI)
as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer
immediately whenever it becomes aware that such access or participation may result in any
actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid
or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be
acceptable solely at the discretion of the Contracting Officer and in the event the Contracting
Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or
mitigated, the Contracting Officer may affect other remedies as he or she deems necessary,
including prohibiting the Contractor from participation in subsequent contracted
requirements which may be affected by the OCI.
1.2 Transition Plan:
The Contractor shall provide a transition plan that outlines:
• Phase-In at the beginning of the Contract and each Option Year
• Transition Out
• Replacements when position vacancies arise
Prior to the end of the period of performance, the Contractor shall support a ten (10)
business day (80 hours) transition period with the in-coming Contractor or Government
personnel who will take over the Contractor duties. During this period, all programs,
information, data, etc. will be passed from the incumbent Contractor to the incoming
personnel so that there is no break in project support. As vacancies occur, the Contractor
is expected to provide a suitable replacement within 15 days after notification.
2. APPLICABLE DOCUMENTS.
2.1. Inspections and servicing shall be performed IAW the requirements of the Unified Facilities
Criteria (UFC) 3-600-02, Inspection, Testing, and Maintenance of Fire Protection Systems and NFPA
Standard 72, National Fire Alarm Code.

3. REQUIREMENTS.
3.1. GENERAL. The Contractor shall provide all maintenance required to keep the system operational
in accordance with (IAW) National Fire Protection Association (NFPA) Standard 17, Dry Chemical
Extinguishing Systems, or NFPA Standard 17A, Wet Chemical Extinguishing Systems. The Contractor
shall recharge system chemical cylinders if the system is discharged during Contractor servicing and
clean up all discharged chemical residue at no additional cost to the Government.
3.1.1. LOCATION OF WORK All work described in this PWS shall be performed on Moody AFB,
GA, ten (10) miles north of Valdosta, Georgia, and at Grassy Pond Recreation Area (Bldg. 2019), 6
(six) miles southwest of Lake Park, Georgia. Work is to be accomplished on the fire suppression
systems on the hoods over the cooking equipment in buildings in section 3.6. Table 1.
3.1.2. WORK HOURS. All work shall be performed during the standard duty hours of 7:00
a.m. through 5:00 p.m., Monday through Friday.

NOTE: Any of the above holidays falling on a Saturday will be observed on the
preceding Friday. Holidays falling on a Sunday will be observed on the following
Monday.
3.1.3 On workdays that have been declared “family days,” the Base may be minimally
manned with many offices and facilities closed.
3.1.4 Holiday Services. Services scheduled for a certain day of the week, but cannot be
performed due to a holiday, shall be performed either the day before or the day after the
holiday. If a service is scheduled for Monday and that Monday is a holiday, then the
service shall be performed on the day after the holiday (Tuesday). Services scheduled for
Friday and a holiday is on Friday, then the service shall be performed on the Thursday
before the holiday.
3.1.5 Base Closures. Work scheduled, but not accomplished, because of base closure
due to weather, exercises, or actual alert, will be accomplished as soon as possible after
reopening the base.
3.2. SEMI-ANNUAL/ANNUAL INSPECTION WET CHEMICAL SYSTEM: Inspections,
tests, and other work to be performed on each system shall include, but not limited to the
following:
