MACHINE HANDLING EQUIPMENT (MHE) RENTALS, MAINTENANCE, AND
MAINTENANCE OF GOVERNMENT-OWNED MHE
1.0 Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) provides research,
development, test and evaluation, in-service engineering, and fleet support to ships, submarines,
payloads, undersea systems, offensive and defensive weapons and countermeasures in support of
national defense. These activities take place throughout NUWDIVNPT as well as its detachment
located at Special Mission Ships (SMS) Activity Cheatham Annex (CAX), Williamsburg, VA.
This Statement of Work (SOW) outlines requirements for contractor-provided support services at
SMS CAX; to include the rental and maintenance of Material Handling Equipment (MHE) and
the diagnosis/repair of government-owned MHE.
All services to be performed at CAD-483, CAD-30, Lot 390, and other designated warehouse
areas as identified in individual task orders.

2.0 Scope
2.1 This SOW encompasses the provisions of rentals and maintenance services for MHE
and diagnostic/repair services of government-owned MHE. Contract is to include, but is
not limited to, inspections, diagnostics, repairs, parts replacement, fluid changes,
upkeep of electrical charging systems and the scheduling of routine maintenance of
MHE.
2.2 Contractor shall provide requisite technical services, personnel, materials, and
equipment to maintain serviceability of the MHE listed in Appendix A. For non-

government-owned MHE listed in Appendix (a), should MHE be rendered inoperable,
with no option to repair, comparable MHE shall be provided by the contractor.
2.3 All work completed on-site at CAX shall be completed during normal business hours.
Normal business hours are defined as the established 8-hour work period between the
hours of 0700 and 1500, Monday through Friday, excluding weekends and federal
holidays.
3.0 Applicable Documents
3.1 Contractor shall meet requirements listed in Section 4.0 in accordance with the below
applicable documents. Contractor shall use the most current version of the following

4.0 Technical Requirements
4.1 General Requirements
Contractor shall comply with all applicable regulations, instructions, and safety
procedures as outlined in Section 3.0. Contractor shall provide all necessary qualified
personnel, equipment, and materials to perform the required MHE rental, and
maintenance. The Contractor shall maintain detailed records of all MHE rental

transactions, and all maintenance activities, including dates, descriptions of work,
parts used, labor hours, and run-time hours for MHE. All electronic documents,
forms, and multimedia content shall be accessible to people with
4.2 Rented/Leased MHE Requirements
4.2.1 Availability
Contractor shall maintain fleet of MHE that is ready for issue. All leased MHE
shall be fully serviced and compliant with applicable safety standards (e.g.,
OSHA, manufacturer specifications, etc.) prior to delivery. In emergent situations
where specific MHE types or capacities are required but not immediately
available within the Contractor's standard rental fleet, the Contractor shall make
available their catalog of inventory and facilitate the acquisition of such
equipment within 72 hours, barring availability from their broader network. than
“how” the work is to be performed. Also be clear on how the contractor will know
when to perform tasking, e.g. notification via a Government controlled inbox or
via Technical Instruction.
4.2.2 MHE Variants
Contractor shall be capable of providing MHE that supports load ranges of MHE
labeled as “Leased Unit” in Appendix A.
4.2.3 Delivery and Pick-Up of MHE
Contractor shall be responsible for the timely delivery of rented MHE to
designated locations within CAX and its immediate support areas, and for its
pick-up upon completion of the rental period. Delivery and pick-up shall include
all necessary transportation, loading, and unloading. Delivery and pick-up shall be
coordinated with the COR or designated technical representative onsite at CAX.
4.2.4 Fuel/Power
Unless otherwise specified in applicable Task Order, leased MHE shall be
delivered with a full tank of fuel or fully charged batteries.
4.2.5 Maintenance of MHE
Contractor shall be solely responsible for all preventative and corrective
maintenance of its own MHE provided for rental/lease throughout the rental/lease
period. This shall include parts, labor, and transportation for maintenance
activities. Maintenance shall be completed without undue disruption to operations
at CAX.

4.2.6 Replacement of MHE
If Contractor-provided (leased) MHE is deemed in disrepair, requires significant
repair, or must be returned to the Contractor's facility for repair, the Contractor
shall provide a comparable replacement MHE unit to swap with the MHE in
disrepair to minimize disruption to CAX operations. This replacement
requirement does not apply to Government-owned MHE.
