Part I
General Information
1. General: This is a non-personal services BPA to provide maintenance services, repairs, replacements of parts, and life cycle replacements that area associated with access card readers, combination boxes, gate motors or any combination of requirements to maintain the operational functionality of the mechanical gates protecting access to Simmons Army Airfield, MacKall Army Airfield, the Installation Force Modernization Facility, and the Installation Mission Training Complex. The Government shall not exercise any supervision or control over the BPA’s service providers performing the services herein. The Government will not assign tasks to, or prepare work schedules for, individual Contractor personnel. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance services, repairs, replacements of parts, and life cycle replacements that areas associated with access card readers, combination boxes, gate motors or any combination of requirements to maintain the operational functionality of the mechanical gates protecting access to Simmons Army Airfield, MacKall Army Airfield, the Installation Force Modernization Facility, and the Installation Mission Training Complex, as defined in this Performance Work Statement (PWS), except for those items specified as government furnished property and services. The Contractor shall perform in accordance with (IAW) the terms and conditions of the BPA and consistently with the established standards in this PWS and BPA.
1.1.1. The desired results to be achieved are to maintain the operational functionality of the mechanical gates located at Simmons Army Airfield, MacKall Army Airfield, Installation Force Modernization Facility (Ft. Bragg) and Installation Mission Training Complex (Ft. Bragg).
1.2. Background: DPTMS has 22 mechanical gates located throughout Fort Bragg, MacKall Army Airfield and Simmons Army Airfield. Serviceable mechanical gates are critical to the physical security of the activity in accordance with (IAW) Army Regulation (AR) 190-11, 190-13, and 190-51.
1.3. Scope: Contractor shall provide maintenance services, repairs and replacements of parts to DPTMS mechanical gates in accordance with the requirements stated in PWS.
1.3.1. Services Associated with maintenance services are providing maintenance, repair services or replacement parts to the card readers, combination keypads, all components on the exterior of the fence, gate motor, retracting chain, belt, gate rollers, the access pedestal, wires, printed circuit board, keypad or card reader, sensors, and cowling, etc. in accordance with 5.2 of the PWS.
1.4. Type of Contract Contemplated: Blanket Purchase Agreement (BPA) with services executed at the BPA Call level.
1.4.1. BPA Ordering Period. Period of Performance for this Blanket Purchase Agreement: Three (3) years and is scheduled to begin 31 July 2026 and end on 30 July 2029.
1.4.1.2. The BPA shall be reviewed at the end of each option to assess Contractor performance and to determine whether this agreement remains in the best interest of the Government. This agreement may be terminated for convenience by either party upon thirty (30) days advanced written notice to the Contracting Officer (KO) or the Contractor.
1.4.1.3. Possible reasons for terminating this agreement:
1.4.1.4. The BPA holder fails to respond to a Request for Quotation (RFQ) and provide pricing for the requested work, during any point in the contract life span.
1.4.1.5. The BPA holder fails to deliver satisfactory workmanship to meet the requirements of the BPA Calls.

1.4.1.7. Pricing. The prices quoted to the Government under this BPA shall be subject to the following requirements:
1.4.1.8. Pricing shall be determined fair and reasonable based on comparison of prices received in response to a KO issued RFQ otherwise pricing shall be determined fair and reasonable based on comparison of prices received in response to the Call Ordering Official issued RFQ.
1.4.1.9. Extent of Obligation. Funds are obligated only when an authorized BPA Call is placed with the BPA holder IAW the terms and conditions of this BPA.
1.4.1.10. BPA Calls. Calls will be placed against this BPA to satisfy DPTMS Mechanical Gates’ maintenance services, repairs and/or replacements of parts. A BPA Call number is a four-digit sequential numeric identifier of each Call placed.
1.4.1.11. Call Awarding Procedures. As requirements are identified, the contracting officer shall issue RFQs estimated greater than $25,000. Requirements estimated between $2,500 to $25,000 the Call Ordering Official shall issue the RFQ.
1.4.1.11.1. Describe the work required by the customer, identify a response time to the RFQ and state the required completion date.
1.4.1.11.2. It is the Government’s intent to have all active BPA holders compete for each BPA Call. All BPA Calls shall be awarded using the Lowest Price (LP). The issuance of individual requests against this BPA will be made under the authority of Federal Acquisition Regulation (FAR) Subpart 13, Simplified Acquisition Procedures.…
